Signe stated that if this was the case, surely this <br />would have been covered in the plan. <br />Shirley Welker then asked Mr. McIntyre from the State Board <br />of Accounts whether or not TIF was set up for replacement of sewer <br />lines and infrastructure. Mr. McIntyre advised that it would <br />qualify under the law. Joel Beebe then stated that he served on <br />the committee which helped prepare the proposed comprehensive plan <br />and saw nothing in that plan contrary to the direction that the <br />Redevelopment Commission was headed. He stated that he was not <br />uncomfortable with the term "blighted area", since he felt that <br />the term did not mean the whole area was blighted, only certain <br />parts of it. He also stated that it was his understanding that <br />the TIF areas must be continguous in order to spend the monies <br />within that area, and for that reason, he did not feel that the <br />plan as proposed was implying that one half of the Town was <br />blighted. Mike Shaver then introduced the eight possible <br />criteria to determine blight. Mr. Shaver stated that by using <br />this standard, you can pick and choose certain areas without <br />making a determination that the whole area was blighted or run- <br />down. Dave Barry questioned whether or not the Town Council had <br />examined and gone through every regulatory procedure to find <br />available monies. Mr. Edwards stated he felt that they had. Mr. <br />McIntyre said that the TIF monies are taken away from the Town <br />Council's use for normal services and made available for the TIF <br /> <br /> <br />project which does decrease the amount of money available to the <br /> <br /> <br />Town for other services.
