'-

special exception for the use of the mobile home in that he felt
it would hurt the property values and depreciate the land values.
He stated that he did not feel it was a compatible use in the
neighborhood and would have an adverse effect on the Master Land
Use Plan. Paul Bryant was present and reiterated the potential
effect it might have on the development plans on the Jessup
property. The Board then proceeded to a vote, with three being in
favor of the motion and four opposed. The Board's attorney
advised that this was not a quorum determination, and in effect a
"no-vote." Dave Barry then moved to return an investigation
report to the Board of Zoning Appeals, stating that the proposed
investigation would show that the special exception would
adversely affect the Master Land Use Plan. This was seconded by
Robert Tucker. The Board proceeded to a discussion with William
Abbott asking the other members what logic was behind the motion
since this would be a residential use in a residential area.
Signe Nicholson questioned whether or not this would be a dif-
ferent type of use than agricultural and residential. After
further discussion, the vote was three in favor and four opposed.

A motion was then made to table this for thirty days since a

quorum vote had not been reached. This was seconded by David

Barry, and five voted in favor of continuing it, with the matter

being tabled until the next meeting. A few of the other remon-

strators present objecteq that the Board did not make a determina-

tion with the Beasleys not showing an interest enough to be

present, and Mr. Kenworthy questioned whether or not the Board

should look at property tax revenues and the effect this would

0,-

-2-

~
