<br />'--- <br /> <br />Chairman Barry finding no remonstrators present moved for questions from <br /> <br />the Board. Ron Alexander moved to accept the proposal and to recommend to the Town <br /> <br />Board that the petitioned property be rezoned from Local Business to General Business. <br /> <br />The motion was duly seconded by Vernon Kimmel and unanimously carried. The Board <br /> <br />then moved on to the next item under new business, being the Perry rezoning of the <br /> <br />Mendenhall farm, containing 32 acres from Agricultural to General Business. Present <br /> <br />representing the petitioner, Joni Perry, was Attorney Stephen A. Oliver. Mr. Oliver <br /> <br />informed the Board that the desire of the petitioners was to install a recreational <br /> <br />complex off of Bridge Street, specifically 4 softball diamonds along with some basket- <br /> <br />ball courts and a miniature golf course. He indicated there would be approximately <br /> <br />200 parking spaces which would be paved and that the present plans were to have the <br /> <br />entrance of that complex off of Bridge Street. He informed the Board that the <br /> <br />Athletic Director of Mooresville High School was in favor of said proposal and presented <br /> <br />a letter to the Board from said director reflecting those desires. The petitioners <br /> <br />plan to utilize hooded lighting to minimize any reflections creating a nuisance to <br /> <br />adjoining land owners. He further advised that there was significant natural vegetation <br /> <br />surrounding the proposed site so that this would create a buffer zone between the <br /> <br />recreational complex and any homeowners in the vicinity. No alcoholic beverages would <br /> <br />be allowed and the gate would be locked when the complex was not being used. Mr. <br /> <br />Oliver stated that the property already abuts a General Business classification so <br /> <br />the added impact on the area would be minimal. He stressed that the requested rezoning <br /> <br />classification would be the highest and best use of that property. <br /> <br />Chairman Barry asked for any comments or statements from remonstrators. John <br /> <br />Tousley, an attorney from Indianapolis, was present on behalf of several landowners <br /> <br />adjoining the petitioned property. The position of several neighboring landowners was <br /> <br />that this was an inappropriate use because the proposed use would decrease the property <br /> <br />value of the land immediately east of the proposed property. If Mr. R.C. Fields ever <br /> <br />wanted to build a residence on his property, he questions whether any prospective <br /> <br />purchasers would want to live next to a softball park so this reflects a detrimental <br /> <br />-2- <br />
