The homeowners have to contend presently with <br /> <br />increased traffic and Bridge Street was not designed for this congestion. Opposing <br /> <br />landowners had suggested a compromise but by law, this Board is not allowed to accept <br /> <br />committments. The appropriate way to proceed for this type of a facility is to <br /> <br />petition for a variance or a special exception and in such instances, the Board of <br /> <br />Zoning Appeals can place reasonable restrictions on the use of the land. By rezoning <br /> <br />this area to General Business this Board is opening up the door for any use presently <br /> <br />allowed in that classification. Mr. Tousley stressed the inadequate access onto that <br /> <br />parcel of property and indicated that the present structure of the road did not allow <br /> <br />any traffic to get around cars wanting to turn into the proposed cOmplex and that <br /> <br />such congestìon would be intolerable. <br /> <br />'-' <br /> <br />Mr. Tousley further indicated that if this petition to rezone the area to <br /> <br />General Business was granted that Mr. Fields would be forced into commercialization <br /> <br />of his land and this is not his desire. <br /> <br />It was stressed that industrial and general business uses should not be <br /> <br />placed in an area where it was not intended and that this type of complex would be <br /> <br />better placed in an area which was presently zoned for commercial or industrial uses. <br /> <br />He also felt there was a need for emergency access and forsees problems if an accident <br /> <br />or emergency arose and this should be a major concern of the Board. The trees which <br /> <br />the petitioners indicate would form a buffer with the neighboring residential areas <br /> <br />is on Mr. Fields property and he should not be forced to maintain that buffer. Any <br /> <br />required landscaping should be the petitioners responsibility and should take place <br /> <br />on petitioners' land. <br /> <br />John Wicker stated that his property abuts Bridge Road and he was concerned <br /> <br />with the traffic problem and late night noise.
