The <br /> <br />apartments would probably be two-story and the finish would be brick and stone <br /> <br />combination. <br /> <br />A Mr. Eddie Hasten was present on behalf of Hart N. Hasten and Mark Hasten. <br /> <br />Mr. Hasten discussed prior projects that their company had been involved in and <br /> <br />stressed their expertise in managing such apartments. He indicated that the units <br /> <br />will be phased in as they were completed. That they would be one and two bedroom <br /> <br />units, and that the beginning rate would be approximately $400 per month. <br /> <br />Attorney Lawson indicated that the petitioned property is very low ground <br /> <br />which is already zoned for Local Business - LB. He said it is apparent that this <br /> <br />ground is not going to be developed unless some large complex comes in because the <br /> <br />ground needs significant upgrading. It appears that the land will require approximately <br /> <br />8 to 10 feet of fill dirt over the entire area which comes to approximately 175 - 200,000 <br /> <br />yards of dirt. <br /> <br />Mr. Lawson stated that multiple family dwellings would not have an adverse <br /> <br />impact on the area and felt that it would be a fine addition to the Town. He also <br /> <br />felt that if the land in question was developed as business that it would hav.e much <br /> <br />more traffic than there will be under the proposed request. He felt this was the <br /> <br />highest and best use of this land and that it was going to take a major project to <br /> <br />develop this area because of the low area problem. <br /> <br />Chairman Barry opened the petition to statements from remonstrators. <br /> <br />Mr. Habig questioned about the proposals for the parcel of property immediately <br /> <br />east of the bank. Mr. Hasten responded that that specific parcel of property was not <br /> <br />included in the request for rezoning. <br /> <br />Mr. John Winters asked if the land in question was wet land and Dave Barry <br /> <br />responded that it must be filled in. It was stated by the Hasten's developer that <br /> <br />the area is in the flood plain but is not in the flood way. That there was a required <br /> <br />filling of approximately 8 to 10 feet of dirt and that when the buildings were finished <br /> <br />the floors would be approximately 2 feet above the 100 year flood plain. <br /> <br />Mr. Lawson stressed that the 8 millon dollar bond which would requested for <br /> <br />-7- <br />
