Approval was contingent upon obtaining a letter from the Morgan County <br />Engineer on the grading and improvements getting approval for the proposed for Keys and Bethel Church <br />Roads. Also a performance bond running to the Town of Mooresville for the cost of the county road <br />improvements together with the cost to construct the future street proposed for Block' A' was to tendered <br />before the final plat was signed. <br /> <br />On December 21, 2001 we wrote a letter and provided the Keswick Estates plat to Mr Larry Smith the <br />Morgan County Engineer (letter attached) requesting his input on the county road improvements. In a <br />letter dated January 9'" 2002 (letter attached) Mr. Smith responded. Distilling the essence of his letter he <br />states that Keys Road is of adequate width but that Bethel Church Road should be widened by two feet. <br />He also states that stone shoulders do nothing for creating a safer roadway. Lastly he states that the <br />ditches are acceptable except in the area of Lots 10 and 11. In the plan commission meeting of <br />December we admitted that the grading of ditches and seeding was not completed along the roads and <br />that add itional worked needed to be performed. <br /> <br />We are requesting that in light of the letter from the county engineer the contingent approval be amended <br />to allowed the construction of two foot pavement widening per town and county specifications along <br />Bethel Church Road in lieu of the stone shoulder and that no shoulder be placed along Keys Road. <br /> <br />I have calculated the cost of pavement widening of Bethel Church Road; construction of the future street <br />in Block 'A'; and regarding and seeding of the ditches where needed along Keys Road. The cost is <br />$27,000 (estimate sheets attached).
