Professional ~ngineers - 1m and Surveyors March 28, 2002 Mooresville Plan Commission Town Hall Mooresville, IN 46158 Re: Keswick Estates, Section 1, Final Plat and Bond Commission Members: On December 20,2001 you gave final plat approval to Keswick Estates, Section I, a single-family subdivision containing 15 lots. Approval was contingent upon obtaining a letter from the Morgan County Engineer on the grading and improvements getting approval for the proposed for Keys and Bethel Church Roads. Also a performance bond running to the Town of Mooresville for the cost of the county road improvements together with the cost to construct the future street proposed for Block' A' was to tendered before the final plat was signed. On December 21, 2001 we wrote a letter and provided the Keswick Estates plat to Mr Larry Smith the Morgan County Engineer (letter attached) requesting his input on the county road improvements. In a letter dated January 9'" 2002 (letter attached) Mr. Smith responded. Distilling the essence of his letter he states that Keys Road is of adequate width but that Bethel Church Road should be widened by two feet. He also states that stone shoulders do nothing for creating a safer roadway. Lastly he states that the ditches are acceptable except in the area of Lots 10 and 11. In the plan commission meeting of December we admitted that the grading of ditches and seeding was not completed along the roads and that add itional worked needed to be performed. We are requesting that in light of the letter from the county engineer the contingent approval be amended to allowed the construction of two foot pavement widening per town and county specifications along Bethel Church Road in lieu of the stone shoulder and that no shoulder be placed along Keys Road. I have calculated the cost of pavement widening of Bethel Church Road; construction of the future street in Block 'A'; and regarding and seeding of the ditches where needed along Keys Road. The cost is $27,000 (estimate sheets attached). We propose providing a performance bond in this amount to the Town of Mooresville and ask that the plat be signed as soon as the bond is presented. ~ank you. ~ Ross Holloway, P.E., P.L.S.
