<br />MOORESVILLE PLAN COMMISSION <br />MINUlES <br />THURSDAY, APRIL 24, 2003 <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, April 24, 2003, at <br />7:00 P. M. at the Mooresville Town HalL <br /> <br />Commission members present were: Charles McGuire, sitting in as Chairman for the <br />absent Mike Young, John Ehrhart, Robert Corbin, Robert Williarnson, Chris Crouch, Tim <br />Bennett, Jim Bruner, and Troy Bryant. Town attorney Tim Currens was present. <br /> <br />A motion was made by Councilman Ehrhart, second by Councilman Bryant to approve <br />the minutes of March 27, 2003. Motion carried unanimously. <br /> <br />First on the agenda was Clark Boncquet with a request to rezone from Agriculture to R-2 <br />property located at 12738 North Slideoff Road. He has bought a home and wishes to <br />make two living quarters for a rental. He told the commission the stairway inside was <br />very steep an uninhabitable and he was going to rip the stairway out and replace with one <br />that was a 40 degree angle and convert the upper half of the home into an apartment. The <br />apartment will have a separate entrance. He said the upstairs decking was unstable so he <br />has put different decking on the upper leveL Commissioner Williamson asked him if he <br />was going to keep two doors downstairs and Mr. Boncquet told him he was. <br />Commissioner Williamson told the commission he had visited the couple that lived there <br />and they told him Mr. Boncquet was doing a good job remodeling. Mr. Boncquet was <br />asked about the electrical amps and he told the commission he had one 200 amp paneL <br />He also told the commission he would eventually need a second driveway. <br /> <br />Commissioner Bryant said if this was rezone wouldn't the drive have to be paved and <br />parking spaces, two for the first bedroom and one for each other bedroom. Attorney Tim <br />Currens answered yes, they would have to meet the Town of Mooresville standards with <br />Joe Beikman on the code for the stairway and the wiring issues. Joe Beikman said each <br />unit would have to have it's own disconnect. Commissioner Williamson asked about the <br />septic, if there were any standards, he said he could find nothing on this in the zoning <br />book. Joe Beikman told the commission Mr. Boncquet would have to contact the Board <br />of Health about this issue, possibly they would have to add another finger. Mr. Boncquet <br />was asked about entrances and exits and was told the second unit had a back door and a <br />side sliding door and the unit on top had a sliding door and a stairway going down. He <br />said one unit was a two bedroom and one unit a one bedroom. The house was built in <br />1947and is a GI home and an addition has been put on the house. Commissioner Bryant <br />told him he would need a minimum of five parking spaces at a size of 9' by 20' and be <br />paved. Commissioner McGuire asked the commission what if this was a request for a <br />variance because a re-zone was forever and a variance went with the owner. Attorney <br />Tim Currens said if a variance, he could possibly get out of the paving, but could't avoid <br />the septic issue, the second driveway permit, or the electrical issue. A motion was made <br />by Commissioner Bruner, second by Commissioner Bennett to continue this request to <br />
