<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, SEPTEMBER 25, 2003 <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, September 25, <br />2003, at 7:00 P. M. at the Mooresville Town Hall. <br /> <br />Commission members present were: President Mike Young, Chris Crouch, Jim Bruner, <br />Troy Bryant, Robert Williamson, Robert Corbin, and Charles McGuire. Tim Bennett and <br />John Ehrhart were absent. Town attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner Bruner, second by Commissioner Bryant to <br />approve the minutes of the August 28, 2003 meeting. Motion carried 6-0. <br /> <br />First on the agenda was the Grace ParrILori Kinnett rezone for East Main Street. They <br />had asked to be taken off the agenda the day of the meeting because they had obtained a <br />variance for a business from the Board of Zoning Appeals. <br /> <br />Next, Ross Holloway presented a request for rezone for Lots 3 & 4 where "Netskys" was <br />located from Residential to B-3. Bob Joshlin, (Speedway Auto Parts) wants to buy the <br />property and build a building similar to Red Barrel Liquor's building on this property. <br />He had recently lost his lease where his store is currently located. Commissioner Bruner <br />asked why a B-3 and not a B-2. Mr. Holloway answered: because of the size of <br />building. Commissioner Bryant asked what size of a building is he going to have and <br />what is the size of a building in a B-3. Mr. Holloway said in a B-3 the building size is <br />unlimited and Mr. Joshlin wants to have as big a building as possible with adequate <br />parking. He would like to have Speedway Auto Parts and possibly another business. <br />Commissioner McGuire asked about entrances to the property. Mr. Holloway said they <br />would have to petition to the State for a new entrance probably in the middle of Lot 3 & <br />4. Commissioner Bryant told Mr. Holloway he understood what he was saying about the <br />building, but B-2 was more restrictive. He said a lot of different things could go into a B- <br />3. Commissioner Young asked why they were speculating a variance on parking. Mr. <br />Holloway said he doesn't think they will need the amount of parking required. <br />Commissioner Bryant commented it seemed like they wanted to put a lot on a small area. <br />Mr. Holloway said the lots were three-fourths of an acre. He also said that financing was <br />easier to obtain on a B-3 than a B-2. Commissioner McGuire commented that everything <br />in B-2 was in B-3 or B-3 with special exception. A motion was made by Commissioner <br />McGuire with a second by Commissioner Bruner to recommend to the Town Council to <br />rezone Lots 3 & 4, Moore's Addition from Residential to B-3. The vote was 4-2 with <br />Commissioner Corbin and Commissioner Bryant opposed. A motion was made by <br />Commissioner McGuire, a second by Commissioner Bryant to continue this request to <br />the October 2003 meeting with no new notices. Motion carried 6-0. <br /> <br />Ross Holloway, substituting for John Larrison Encompass Engineering, presented a two <br />lot minor plat for Marty James, Pebbles Plaza, the Marathon Station.
