MINUTES OF THE BOARD OF METROPOLITAN POLICE
COMMISSIONERS MEETING
SEPTEMBER 18, 2003

The meeting was opened with the Pledge of Allegiance. In attendance were
Commissioners Dr. Knierim, Chuck Berwick, and Dean Kays. Also Chief Viles,
Captain Allen, Steve Eltzroth, and Tyler Stahley.

Dr. Knierim welcomed everyone to the September 18th Mooresville Police
Commissioners Meeting.

Commissioner Kays motioned to accept the minutes from the last meeting.
Commissioner Berwick seconded.

OLD BUSINESS
21 ~ Officer-Captain Allen has reviewed the officers that have applied. None of them
met the Department needs. There are currently two spots open.
Commissioner Kays expressed that he wanted to shorten the hiring process. He
thinks we should fill the full time positions first, then the Reserve spots. He wants to
advertise for two weeks, locally. Steve Eltzroth mentioned that ILEA will post our
current openings. Kays said he wanted to keep it local. He also said he wanted
Captain AHen to go through the resumes and applications, narrowing it down to 5
or 6. He wants them interviewed before testing. Kays also suggested forming a
committee made up of Capt. Allen, a Commissioner, and an officer, for the hiring
process. For the Reserves, he would like to see a 240 hour school as the minimum
standard. Dr. Knierim said they would take all of these suggestions into
consideration.

ILEA Physical agiliD~ tests were discussed. The Commissioners suggested that we
adopt the ILEA e~t standards for our physical testing, as opposed to the entrance
standards that we use now.

Commissioner Berwick motioned to start the hiring process and advertise for two
weeks. Commissioner Kays seconded.

Captain Allen explained how the written test, physical test, background checks, and
the inter~'iew worked in the hiring process.

Chief Viles asked the Police Commission about the hiring age, does the applicant
haxe to be 21 at the time of applying, or 21 by the actual hiring date. The
commission agreed that if someone applies before he/she is 21 years of age, they
must have their 21~t birthday by the hiring date. This applies to Reserves and Police
()filters.
