Reserves-There was a discussion that Reserves had always been hand picked in the
past. Commissioner Kays suggested that we take the reserves out of the hiring
process for Police Officers. He said if an applicant isn't chosen for one of the Police
Officers positions, we could look at them for possible Reserves. We have two
openings for Reserves at this time. To date, there are 6 applicants. Tyler Stahley was
present to show his interest in a Reserve Position.

Johnson Co. offers the 240 hour school once a year. Marion Co. runs five, 40 hour
pre-basic schools. The Commission wants Tim Currens to write up an SOP
regarding the Reserve hiring process and requirements.

Captain Allen said we could actually do our own 40 hour pre basic class here.
However, we do not have the man power to conduct a class for an entire week. That
is why we send our people to Johnson or MarionCo.

SOP's- The commission decided to table this until the next meeting due to the fact
that Tim Currens is not present.

NEW BUSINESS
Update on the two new Officers-Officer Downing has been released from the FTO
program. To date she has done 4 investigations and made some arrests. Officer
Pugh is scheduled to go solo in 1 week.

Dr. Knierim talked about the Town Councils Budget Meeting. He said that
$1,000,812.00 was approved for the Police Budget. In December, they will decide on
salaries/raises. The Commissions stated that they were pleased with the outcome.

Chief Viles talked about power glitches at the P.D. Electrical circuts need to be re-
done. Our grounding field is good. B & L is doing some major repairs and upgrades
to our antenna. Possible cost for this project is $25,000, which is in the budget.

IDACS 2000 will be coming in October. Major construction and upgrades are in the
near future.

Steve Eltzroth recognized that Chief Viles was recently appointed to the IDACS
Board by the Chief of Police Association. The Commission congratulated him.

Next meeting October 20, 2003

Commissioner Kays motioned to adjourn. Commissioner Berwick seconded.
