MOORESVILLE PLAN COMMISSION <br /> MINUTES <br /> THURSDAY, JUNE 26, 1997 <br /> <br /> The Mooresville Plan Commission met in a regular scheduled meeting on Thursday, June 26, <br />· 1997 at 7:00 P. M. at the Mooresville Town Hall. <br /> <br /> Commission members present were: President Joel Beebe, Vern Kimmel, Charles McGuire, Bill <br /> Abbott, Mike Young, Tim Bennett, Steve Campbell, and John Ehrhart. No members were absent. <br /> <br /> Motion was made by Commissioner McGuire, second by Commissioner Campbell to approve the <br /> minutes of the May 22, 1997 meeting. Motion carried 8-0. <br /> <br /> First on the agenda was a special exception request from Daryl Swinney for the property in front <br /> of Swinney Brother's business on State Highway 67. This special exception to a B-3 is to allow <br /> for a used car lot on the property. Motion was made by Commissioner Abbott, second by <br /> Commissioner Ehrhart to make a finding that the Special Exception request is in accordance with <br /> the Master Plan. Motion carded 8-0. <br /> <br /> Ross Holloway of Holloway and Assoc. presented the rezone for Caperton, Hopkins, and Stafford <br /> from Agriculture to Res. R1C. This rezone is for 8.5 acres east of and adjoining I<2nightsbridge II. <br /> After a lot of discussion, Holloway asked the Commission if they could change the request to <br /> RiB, which would mean bigger lot size and house size. The covenants would be the same as <br /> Knightsbridge Il. Motion was made by Commissioner Abbott second by Commissioner McGuire <br /> to recommend to the Town Council approval of rezone from Agriculture to RiB with stipulations <br /> of the same covenants as Knightsbridge I and li and Bridge Street is to be completed thru to <br /> Landersdale Road. Motion carried 8-0. This will be on the agenda for the July 8 Town Council <br /> meeting. <br /> <br /> Next, Ross Holloway presented the Scott Johnson Minor Plat. This property is located on Kitchen <br /> Road at the edge of Mooresville's buffer zone and consists of four lots. A mutual maintenance <br /> agreement for the easement has been given to Town Attorney Tim Currens. One neighbor in <br /> particular questioned the culvert materials used in the road that will go back to the road for the <br /> Johnson Minor Plat. A motion was made by Commissioner Abbott, second by Commissioner <br /> Campbell to approve the minor plat with the stipulation a 20 foot wide, 8 inches deep road is <br /> required with a mm-around and that any structure on the access road be inspected by a certified <br /> engineer to be a safe structure and this must be included on the plat. Motion carded 8-0. <br /> <br /> Ross Holloway next presented the Mooresville Partners PUD multi-family filing. This apartment <br /> complex would be located on the south side of Bridge Street. The complex will consist of 220 <br /> units, a playground area, a two acre lake, two parking spaces per unit, and buffer landscaping. Mr. <br /> Holloway indicated the corporation had spent a lot of money obtaining the property to extend <br /> Bridge Street to Landersdale Road and they need to have this PUD mulfi-fanfily approved to have <br /> the finances to complete Bridge Street. Commissioner Abbott stated he felt the multi-family PUD <br /> would be stretching the Comprehensive Plan. Ron Overton of Roberson Boulevard read a list of <br /> reasons the Neighborhood Association was opposed. After much discussion a motion was made <br /> <br /> <br />
