Memorandum

1o: Mooresville Plan Commission

From: Five Points Neighborhood Association (prepared by C. S. Hull)
Date: 12/09/98//q -/>'' ~ ¥
Re: Current rezoning request for Property now known as Morgan Co. Garden
Supply

Here we go again with the same questions, frustrations expense and time as we were
put through this past spring and early summer. Has the original intent for the use of
this property changed since the unanimous denial of the rezoning request just two
months ago by the Plan Commission and Town Council? Mr. Holloway attempted to
get the Plan Commission and subsequently the Town Council to approve B-2 zoning
for this property, but was also denied by both boards.

Mr. Holloway provided little or no information to the Boards or the area residents
as to what they could expect to see on this property in the future, other than a
ceramic shop. At the end of discussion at the Town Council meeting in July, the
spouse of the individual Mr. Holloway is representing finally made her appearance
known, and made the following basic comments:

Mrs. Roberts said they intended to close their construction company in Indianapolis
and retire in our fine community. She also said that her 14 year old son wanted to
become a horticulturist and they wanted to use this property for a ceramic shop and
his future profession. I think we need to consider these points.

1. Mrs. Roberts also stated in the July meeting that they had recently purchased and
were residing in a home not far from this property.

2. Mrs. Roberts does not appear to be anywhere near retirement age, and one does
not normally retire by opening a new business.

3. Two acres seems like a lot of property for just a ceramic shop.

4. The property is currently zoned for agriculture, and if in fact, their 14 year old
son retains his interest in horticulture as he matures, the property is already
zoned properly for his use.
