December 9, 1998

5. It was suggested by some board members that a close look at this general areas
drainage problems needs to occur before any significant rezoning is approved in
the Five Points area.

6. If this low and swampy ground is developed and built up for better drainage, the
surrounding residential and Church properties, which are also low, will likely
suffer the consequences.

The real intended use for this property has been, and is still being handled very
secretly by Mr. Holloway and his client. It is believed by many residents that they
are now attempting to get their "foot in the door" by obtaining any increase in
zoning approval they can.

During the July Town Council meeting, resident Mr. Treverbaugh stated that
property adjacent to his home was surveyed and developed by Holloway &
Associates and he was assured that any new drainage problems would be taken care
of. His backyard now fills halfway with water and no one is taking responsibility.
Mr. Holloway is making similar promises regarding the Morgan Co. Garden Supply
properties.

To date, area residents have yet to see anything in writing and signed by Mr.
Holloway or his Clients as to the specific intended use of this land. They should be
held accountable for what they are presenting to the Town of Mooresville, the area
residents, and what transpires in the future on this property if rezoned. We can only
surmise that a construction co. and or equipment or something similar will be what
eventually ends up on this property.

Mr. Holloway requested B-2 zoning at the Plan Commission meeting and was
denied. He then made mention to the Town Council during the July meeting that the
Plan Commission had more or less verbally OK'd it. Please check the meetings
minutes!

We also asked that each of you review the attached documents which were prepare
and presented to the Town Council members at the July meeting. They contain a
great deal of information relating to the Five Points, SR 144 community.

Thank You
