Boulevard. The Plat has not gone before the Tech Review Committee. Eight phases to the <br />project. Phase 1 would include the Boulevard, retention area and forty lots. A Homeowners <br />Assoc. with street lights maintained by the Assoc. The name "Morgan's Hideaway". <br />Commissioner McGuire pointed out the first homes built would have construction traffic for five <br />years and the covenants have no requirement for brick. Attorney Tim Currens asked, "has it <br />met Ordinance requirements for R1A?" Ross Holloway asked for a continuance. Commissioner <br />McGuire made a motion to grant continuance on the proposal to allow the Tech Rev. committee <br />to review the Plat, Commissioner Young seconded. Motion carried 6-0. <br />No new notices or advertising will be needed. This will be heard at the March 25, 1999 Plan <br />Commission meeting. <br /> <br />Jim Patrick, 1101 DayhuffRd. said he felt the public was misled at Zoning Hearing. He cited <br />problems of traffic on small county roads, one way in and one way out of addition, manufactured <br />housing, and filling up the schools as problems. Requests: 50 foot buffer for wildlife, lighting <br />kept to a minimum, no security lights on poles, 8 foot earth barriers along Road with pine trees. <br />The road entrance will parallel with Patrick's driveway fifteen feet away and they wanted to ask <br />if possible to mm the entrance south. Ron Lehr questioned the narrowness of Rooker Road and <br />the added traffic. Bob Turner wants a way to preserve the woods for all the wildlife. Max <br />Jeffrey said he was at the meeting in June of 1977 and said Mr. Wolfe assured the neighbors <br />there would be large lots. Town Attorney Tim Currens told the audience the highest residential <br />use was R1A and they made Wolfe abide. Bob Geiger asked ifC & M Utilities could handle this <br />addition. He was informed C & M had capacity for 97 homes as of now and only less than ten <br />were on the system and the plant could be expanded. Nina Langley spoke to the volume of <br />traffic on Rooker Rd. She said the 90 degree curve will be a problem. Chris Underwood asked <br />when the road problem was looked at. Town Attorney said after development takes place and <br />demand is greater. This issue will be continued to the March meeting. <br /> <br /> Next was the question of special exception for the Old Eagles property being purchased by <br /> Millers Merry Manor to be used as assisted living facilities. The Commission said they needed <br /> to determine if a special exception would be acceptable to the Master Plan. Motion was made <br /> by Commissioner McGuire, second by Commissioner Young to recommend to the Board of <br /> Zoning Appeals that use of an assisted living center does not adversely affect the Master Plan. <br /> Motion carded 6-0. <br /> <br /> President Beebe said he had received a letter wanting a cease and desist order given to 545 North <br /> Indiana Street. Inspector Beikman has followed up and sees no sign of business being conducted <br /> at this address. <br /> <br /> The Plan Commission also received a letter of complaint about Lawyer Trucking Co. The <br /> zoning is Industrial under the County and came in as the County's highest Industrial use. <br /> <br /> The Ordinance Review Committee asked Building Inspector Joe Beikman to obtain ordinances <br /> from surrounding counties.
