projects and investments that would come from those. Looking at the Town and TIF District 1 <br />it has been discussed that the Redevelopment Commission or TIF Fund could assist with the <br />renovation of the former Methodist Church building for a Town Hall. This would be a <br />legitimate use of the TIF Fund if the Town Council feels that is a project they would want to <br />include. Looking strictly from economic development, it is hard to identify where the monies <br />need to be spent right now, she hopes that within a few weeks they can identify that. She would <br />want the advise of the Town Council to identify other community projects. Mr. Kollmeyer said <br />before the last meeting he had met with Ms. Humes, Jason Semler and Loren Mathis of <br />Umbaugh, Curtis Freeman and Mike Turner of the Mooresville School Corporation and they had <br />said that with growth they would have to buy land to expand the bus garage. The School <br />Corporation has funding issues and this could be a project the commission could help with. Ms. <br />Humes said that she had talked with Mr. Freeman today and that he wants very much to stay <br />involved with the Redevelopment Commission. He wants to maintain communication and look <br />at ways we might work together to find ways that the Commission could benefit the School <br />Corporation. Rather than trying to pass through funds from TIF, he feels it would be better to <br />help with a specific project. Mr. Kollmeyer said the Commission would have to be careful from <br />a legal standpoint on how they would do this. Ms. Humes said Umbaugh has helped other <br />communities who have helped with a specific project. With careful planning she feels this can <br />be done. <br /> <br />Mr. Kollmeyer said something else that needs to be done is a new sidewalk on Bridge Street and <br />he knows the county is looking at that in long term as having a trial or sidewalk. He has seen <br />people pushing strollers, with children and walking along the street and he feels it is not safe to <br />walk from downtown Mooresville to the shopping areas. <br /> <br />Ms. Humes said in the original plan it referred to streetscaping for the downtown area, but it <br />doesn't really define streetscaping. She thinks this could be anything from beautification of <br />downtown to storm water system. There are several groups working very hard to made <br />improvements to the downtown area. She feels the downtown area is the heart of the <br />community and provides uniqueness. Traveling on State Road 67 is all that a lot of people <br />know about Mooresville, they do not realize there is a town. She feels it is very important that <br />we revitalize the downtown that we restore it and make it a viable part of the community that <br />will attract people into this part of town. To be able to do this, first of all, it has to be it has to <br />be an attractive area. Town Council has voted to put new streetlights and to purchase new <br />Christmas decorations for downtown, which are two things that will really help. The <br />Revitalization Committee has had donations by one of the local industries to do some of the <br />projects downtown for beautification, including the new trash containers; this is the only part of <br />that project that has been completed. There are several things that are needed in the downtown <br />part of TIF 1 that might be considered. <br /> <br />Mr. Kollmeyer said he understood that the Town Council was working to condemn 39 West <br />Main Street and at this point was this project funded for demolition or parking. Mr. Currens <br />said that was certainly something that would fall within statute for TIF funds that could be used, <br />but in the original plan there was no provision for land acquisition by eminent domain and that is <br />what is being done. The plan would have to be amended to include that and he is not sure the <br />time period would work, but to do some of the restoration work is certainly something the <br /> <br /> <br />
