commission could do. Mr. Kollmeyer said he was thinking more in the line of demolition cost <br />and putting in the parking lot. Mr. Currens said this certainly is something that would fall within <br />the criteria of the statute and be an allowable use. Ms. Humes said that she had some <br />recommendation from a national consultant firm; she had pictures of downtown and 39 W. Main, <br />and one of the recommendations was to put up a brick entrance into the parking lot, which would <br />make it more attractive and make it compatible with the surrounding buildings. It might be the <br />Commission could consider at some of those enhancement that could be done, rather than doing <br />the basics for a parking lot. Mr. Currens said that had certainly been discussed. Councilman <br />Troy Bryant would not want a flat piece of asphalt, he would like to some sort of island in the <br />middle. He said if the commission could pay for a lot of that cost it certainly, would be a big <br />help. <br /> <br />Mr. Kollmeyer said that something that has bothered his since him was on the Town Council is <br />the drainage ditch that runs along west side of Indiana Street right by the High School, <br />Northwood School. For years there was raw sewage from Victor Drive running through it until <br />they got on the sanitation system. Right now children walk tight next to the road on the east <br />side, which he thinks is too close. He would like to see some sewer work and a sidewalk <br />installed on the west side. Mr. Bryant asked Mr. Currens if this was responsibility of the town <br />or the school? Mr. Currens said it was half and half, so the ditch was necessary to carry the <br />water and to close it could cause some problems. You get more water that any piping can hold, <br />it could back into homes, and so they have looked at this in the past. Another thing is the way it <br />comes down. He thinks the town owns to about the middle of the ditch and on the other side is <br />the adjoining property owner all the way up. Mr. Bryant asked if they could get a drainage pipe <br />large enough to carry the water, would they still have an issue over who would pay the full cost, <br />because of dual ownership? Mr. Currens said they would probably need to get easements. But <br />you would need to get a good engineering study to do it tight, because there are some pipes that <br />come into the ditch from homes and if it' s blocked the water will start backing up with a <br />tremendous force. Years ago Bill Abbott looked at this and said the best ditch for carrying water <br />was an open ditch, because of those problems. He said it has been an eyesore for years. Mr. <br />Kollmeyer said it is a terrible eyesore, some people will occasionally cut the weeds, lot of people <br />don't, or they will cut once every six to eight weeks. Mr. Currens said the starting point would <br />be to look at the engineering to see whether or not you could pipe it in a manner you would feel <br />would carry that amount of water without creating problems. He thinks anyone would gladly <br />give the easements to get the problem fixed. He said the cul-de-sacs would need to be <br />restructed. <br /> <br />Mr. Kollmeyer asked Ms. Humes to explain the area that is being voluntarily annexed and what <br />they talked about last meeting. The property that is referred to as Don Adams property is <br />actually owned by Don Adams and Terry VanWinkle. This ninety some acres of farmland is <br />adjacent to TOA site and the water tower, and this is what is being annexed. She has had a <br />manufacturing project that was interested in that site and that is what started the request. Since <br />that time the project is requiring more land than what Mr. Adams is willing to sell. He had <br />planned to keep acreage on Bethel Road. The size of the building has increased and would <br />require going over to Bethel Road. So the owners have decided not to sell to this particular <br />project, but they will still go ahead with the annexation.
