Attachment A: Lump Sum Compensation Alternative <br /> <br />If the Owner would prefer a lump sum compensation alternative, the Owner can elect the same scope of <br />service presented in Section I, above, with the following limitations: <br /> <br />1. The Economic Development Director shall schedule all meetings between the Consultant and the <br /> members of the Town Council, Town department directors, and/or Redevelopment Commission. <br /> Such meetings shall be scheduled in any configuration or combination of members preferred by the <br /> Owner. In the event that such meetings are configured to contain a quorum of members of any <br /> pubic body, the Owner shall be responsible for advertising and legal compliance. <br /> <br /> The lump sum compensation for meetings with the Redevelopment Commission and Town Council <br /> under this alternative scope of services shall not exceed 3 such meetings. For any additional <br /> meetings above three with these groups, the Consultant shall be entitled to compensation under the <br /> Additional Services section of this contract. <br /> <br /> Other communication between individuals in these groups can be conducted with the Consultant <br /> without additional charge. <br /> <br />2. The Consultant shall be responsible for making one presentation of the findings of the analyses <br /> specified in Section I of the contract, along with any proposed amendments to the Economic <br /> Development and Redevelopment Plan. Such presentation shall be made at a regular meeting of <br /> the Mooresville Redevelopment Commission, at which time, the Redevelopment Commission shall <br /> have the opportunity to consider all information, ask any appropriate questions regarding the <br /> material, and either approve or reject the proposed amendment for public hearing and/or further <br /> action by the Town Council. <br /> <br /> The Redevelopment Commission shall have 15 days to privately review the documents prepared <br /> and presented by the Consultant, as well as exchange electronic communication with the Consultant <br /> related to any questions, points or recommended changes to the document. In no case, however, <br /> shall the members of the Redevelopment Commission or Town Council place the Consultant in the <br /> position of reconciling conflicting viewpoints of individual members. In cases where conflicting <br /> viewpoints are introduced, the Consultant shall notify the Attorney of such conflicts and shall <br /> request that the appropriate body (either the Town Council or the Redevelopment Commission) <br /> determine how to reconcile the conflict by a vote of that body on the specific conflict. If comments <br /> are not received within 15 days, the document is considered satisfactory under this contract. <br /> If the consultant is required to attend additional meetings as a result o f such conflicts, the Consultant <br /> is entitled to compensation under the Additional Services section of this contract. <br /> <br /> 3. After the Redevelopment Commission approves the Amendments to the Plans, the Consultant shall <br /> Mooresville Redevelopment Commission: Amendments to TIF Plans 7 <br /> <br /> <br />
