March 03, 2004

To The Members of The Mooresville Redevelopment Board:
Let me begin by expressing how exciting it is to have the Mooresville Redevelopment
Board partnering with the Mooresville Town Council in planning future projects that
will positively effect not only the T.!.F. areas, but also the entire Town of Mooresville.
! have been authorized by the Mooresville Town Council to make the following
recommendations:

1. We definitely want to see projects that are covered in your current plan such as
concrete cutting and repairs associated with the new downtown lighting project,
continuing our brick sidewalk directly in front of our current Town Hall, and the
demolition/rehabilitation of the 39 West Main Street property that the Council is
trying to acquire.
2. The highest priority of the Town Council, if the original plan is rewritten or
amended, would be any project that would improve our waste water treatment
plant. The Council has received a proposal for a ten year plan that reflects a 6
million dollar investment. The most immediate demands, however, are Phase ! of
the project that involves our sludge handling process, coupled with Phase !IA, a
grinder and pump system. These are the most urgent demands on our total
system and are estimated to cost 1.8 million dollars. Please consider this portion
of your plan to be the most important to the Town Council, as we consider it as
priority number one if funding is available.
3. With the mandated ~Rule 13" requirements on storm water control and handling,
one area that an amended plan will hopefully address is the infrastructure for
handling storm water such as curbs, catch basins, and lines.
4. One of the concerns with our waste water treatment plant is the problem of inflow
and infiltration during heavy rain events, any cost that could be covered by the
Redevelopment Board to rehabilitate any leaking or defective sewer lines would
benefit the usable capacity of the waste water treatment plant.
5. With optimistic hopes of the T. !. F. revenues growing in the future, please
consider wording that would allow for the construction of municipal buildings, such
as a fire station, in your plan.
In closing, please understand that the Council still believes that retention of revenues
dedicated to future economic development projects is both vital and very important.
Thank you for your most able and valued assistance.

Sincerely,
