problem at Bridge and Indianapolis Road. With this proposal, the town could purchase a strip of <br />ground along Indianapolis Road to help correct this problem. There is a permanent easement <br />that runs through the center of the Summit Finishing property that the owner is willing to sell and <br />he is looking at buying the easement. Mr. Ellis asked Mr. Currens how it would affect the tax <br />base if the commission agreed to help remove the building. Mr. Currens said with the <br />renovation and the improvements to the area and they are following their plan. Mr. Haskins <br />asked what the commission could do at this time to help Mr. Brewington and Ms. Humes said <br />they had talked with Michael Shaver about what some of the options are. Mr. Shaver said the <br />building was in the new plan, and there are four pieces to this financially. There is Prodigy <br />money, potential for economic development money, state and/or federal funding for brownfield <br />renovation, and the street part, which is eligible for transportation enhancement money, which is <br />not just standard intersection improvement, but something much better than that. This could be <br />a project that would take two years to fully blossom. The biggest issue for him is the <br />environment studies and you would not want to have to deal with that. There are two elements <br />in regard to the Redevelopment Commission, one picking up the aerial photo of the intersection <br />to show you what the exact alignment is and two getting the tax card. He said the minimum <br />amount of land that they would want would be twelve feet along the front of the property and <br />what they want to do to the intersection improvements, they would want enough turning radius <br />so that semi-trucks could make the turn without going over the curbs. Mr. Ellis asked if they <br />would build a new wall on the front of their existing building or would there be an open space in <br />front? Mr. Brewington said they would build a temporary wall about two feet behind the <br />existing wall, then tear the old wall down and install a new wall. <br /> <br /> Mr. Shaver asked the board what they would want to do in ways of improvements to the <br /> community, so he will know how to he can deal with this. Mr. Haskins said anything they could <br /> do with the intersection would get his approval. This would help with the appearance of the <br /> town and the traffic flow. Mr. Ransome agreed with Mr. Haskins and hoped they could be very <br /> active with this project. Mr. Ellis said he felt this fit in with their short and long range goals for <br /> the town of Mooresville. Mr. Currens said he needs to see where this fits into their old plan for <br /> timing purposes. There might be certain things they cannot commit to until the new plan is <br /> approved. He said by the next meeting he would be able to have a spreadsheet showing some of <br /> the projects that they might be able to do. <br /> <br /> Ms. Humes said there was one other project that she wanted to make the board aware of. She has <br /> been in contact with company that is looking at three communities in central Indiana, with <br /> Mooresville being one. They are looking at the Davee property consisting of 27 acres to build a <br /> food processing plant. They would invest about $3,000,000.00 in a one hundred thousand <br /> square foot building, and $3,500,000.00 in equipment, with the intent of expanding to a three <br /> hundred thousand square feet within three to five years. They are currently located in <br /> Hammond, Indiana and this would be a second location. As for infrastructure, sewer and water <br /> are all in place, but there will have to be some improvement made to get off of old State Road 67 <br /> to get into that site. There is currently a gravel road that forms the western boundary of the site; <br /> it is a fifty-foot easement that has been on the property for years and is the only access to get to <br /> the Fields property to the north and to the electric box. The easement would have to become a <br /> dedicated public street. So the town would need a street, some improvements, and a rail spur. <br /> They have been working with Rail America on the rail spur cost. The switch would cost <br /> <br /> <br />
