Then Lauren said that in most of these projects the equipment value was more than the <br />building value. Councilman Bryant said then the taxes the Redevelopment Commission <br />will pay for TOA in the year 2007 thru 2011 would be on the equipment mostly not the <br />building. Lauren answered correct. Councilman Bryant said we are giving them <br />approximately 3million dollars over the period of time they came here thru 2011, is that <br />right? Lauren' s answer could not be heard on the tape. Brian Nelson said, basically what <br />Councilman Bryant is asking is what amount was needed in T~ 1 to cover TOA's <br />commitments. Councilman Bryant said looking at the map what he thought was drawing <br />a line at the property line of TOA and everything north be taken out of the district. Brian <br />Nelson said but the problem is TOA doesn't generate enough in TIF revenue. <br /> Councilman Bryant said but I think you would have enough of a balance left in that <br /> account for $200,000 over the next two years to TOA. Chairman Kollmeyer said but that <br /> would be saying from this point on Mooresville is not going to have any development. <br /> Councilman Bryant said no, just in TW 1. Chairman Kollmeyer said if we do this and a <br /> new "TOA" comes in we wouldn't have any money for incentives because we are saving <br /> the balance in TW 1 to pay for TOA. If that is what the council wants--Councilman <br /> Bryant said Hancel Parkway is in TIF 2, right, and you can't spend TIF 1 money in TIF 2 <br /> isn't that right. Lauren answered yes. Councilman Bryant said TIF 2 would get bigger if <br /> developed. Lauren said something else, but was not able to understand on the tape. <br /> Councilman Bryant asked about the church going in on St. Rd. 67 and what use was <br /> planned for that area. Helen Humes said her concern was the church would determine the <br /> use of that property and she didn't think it would be industry. She said having the land <br /> available and being able to acquire it were two different things. Helen said there was <br /> some property designated industry but the property owners were not willing to sell. <br /> Chairman Kollmeyer said maybe the Redevelopment Commission ought to option some <br /> land to develop. Councilrrian Bryant said Springhill Ministries were going to build a <br /> church on land adjacent to TOA property. Chairman Kollmeyer asked, but have they <br /> bought the land? Couldn't hear answer. Helen Humes said churches could go anywhere. <br /> Within the older part of TIF 1 we have two manufacturing firms, SaniServe and NicePak, <br /> and if either one wanted to expand and should need land for future expansion, she would <br /> hope that we would be able to help them. Chairman Kollmeyer said at this point he <br /> didn't see any advantage in cutting back the housing part, we could possibly cut some. <br /> Lauren said something about not even knowing they are in there. A discussion ensued <br /> but the tape sounded like everybody talking at once. Councilman Bryant said the Town <br /> wants to have a tax rate competitive in the area so they can lure business into the Town. <br /> Lauren said companies are looking at areas with a lot higher tax rate. She said a <br /> company does not look at the tax rate. Councilman Bryant said I am not looking at the <br /> benefits to business but to the community. Helen Humes asked if the taxpayers would <br /> see a substantial reduction in the rate if the TIF area were reduced? Councilman Bryant <br /> said he hadn't spoken to anyone who lives in the TIF district who had a concern over the <br /> district. Chairman Kollmeyer said at this point he thought the commission was willing to <br /> look at the boundaries, any projects the Town Council wants done, and adding to the TIF <br /> to the south, even though there is going to be a church in the middle, I think we need to <br /> do this all at the same time. We don't want to amend the plan without looking at <br /> additional boundaries and deciding what we need to do, and if we choose to do that we <br /> might as well be prepared for a fairly long group of meetings to determine what we need <br /> <br /> <br />
