Councilman Tom Warthen told the commission <br />the WWTP was looking at an expansion project and looking at TIF 1 area to make sure <br />all infrastructure issues are done that can be done, also if can spend money on <br />Stormwater, he would like them to amend the plan to include that. Brian Nelson asked if <br />the commission should sit down and come up with some recommendations? Brian <br />Nelson told Councilman Bryant his priorities seem to be in reducing the TIF district and <br />Councilman Warthen's priorities seem to be in projects and using TIF funding to support <br />the projects. Knowing that those are opposing views, would it make sense to us to sit <br />down and give a recommendation? Chairman Kollmeyer said he believed that if they go <br />thru and plan to amend our plan, it still has to be approved by the Town Council and to <br />the Plan Commission. Chairman Kollmeyer also said we had maxed out areas in TIF 1 to <br />the point that if we -Lauren said something about increasing the boundaries and <br />Chairman Kollmeyer said that was his point if we have a potential industrial area that we <br />could increase and if he was going to go thru and amend the plan we need to everything <br />at one time. <br /> Chairman Kollmeyer said it sounded like the church was a done deal. He said he asked <br /> Tim Currens he said we have to vote on tax abatement and make a recommendation to <br /> the Town Council and the Town Council has gone thru and has voted for a permanent tax <br /> abatement and Tim Currens said now it isn't a permanent and I said essentially it is, there <br /> is fifteen acres of industrial ground that will no longer be taxable. It is right in the middle <br /> of any future industrial, there are some covenants that Tim said was included to that, like <br /> easements for utilities, easements for access to other property but that in itself I think will <br /> make it more difficult to sell that land, so that is my opinion, it was a bad mistake. Brian <br /> Nelson asked if the base would now have to change. Could not hear Lauren' s answer. <br /> Councilman Warthen made a comment that the decision could be looked at in different <br /> directions, the church rezone passed with a majority vote so from this point will have to <br /> accept and support the deciSion made at the Town council meeting and move on with a <br /> positive attitude. Chairman Kollmeyer said his concern was for future development in <br /> that area and his question for the rest of the council is the rest of the council going to <br /> support future development or have we made a switch because I don't know. I know <br /> who voted against this and they are here tonight and I am concerned what is going to <br /> happen in the future. <br /> Chairman Kollmeyer said he talked to Tim Currens about an annual report he says that <br /> has always been a requirement. He had never told us, the Clerk-Treasurer provides a <br /> financial report at the end of each year and we have the minutes and the only other thing <br /> we need to do is get the financial information, list who the members are, inform that the <br /> members do not receive any money and that we don't have a paid staff and the income <br /> we have received and expenses we have paid out. He asked Helen Humes if she prepared <br /> that. She answered yes and that in the past a report had been available, but maybe was <br /> not prepared in the time frame listed in the statute. Chairman Kollmeyer asked if there <br /> was any other old or new business. Helen Humes said something they need to decide, <br /> since there was a forty-five day notification before payoff of a bond, they need to decide <br /> on a meeting date to talk about the bonds.
