431 <br /> <br /> March 2, 1999 <br /> <br /> The Mooresville Town Council met on Tuesday, March 2, 1999, at 6:30 P. M. at the Mooresville <br /> Town Hall. <br /> <br />[ _ Council members present were: President Mark Mathis, Toby Dolen, John L. Clark, Tom <br /> Warthen, Andy Pygman, and Town Attorney Tim Currens. No members were absent. <br /> <br /> First on the agenda was Gary Rothenberger from the Mooresville Baseball League requesting <br /> permission for a parade to be held Saturday, April 24, 1999, at 9:00 A.M. They are asking there <br /> be no candy throwing from the vehicles in the parade. Motion was made by Councilman Dolen, <br /> second by Councilman Clark to approve the request subject them notifying Street Commissioner <br /> Joe Beikman and Police Chief Tim Viles. Motion carded 5-0. The Council collectively agreed <br /> to have no throwing of candy, and they suggested the driver be 21 or older and an adult in back <br /> of the pick-up with the children. <br /> <br /> Jim Parks of HNTB and Dan Tingle WWTP Superintendent had the contract for Council to sign <br /> for the improvements to the WWTP. Motion to approve the contract was made by Councihnan <br /> Dolen, second by Councilman Clark. Motion carded 5-0. <br /> <br /> Jim Coffman appeared before the Council to request permission to hook on'{o the sewer. The <br /> sewer line lays over on RayYoung's property so Mr. Coffman would need to go over on the <br /> Mooresville Consolidated School's property side of the road. Town Attorney Tim Currens told <br /> the Council they need to delay and research where the sewer lines actually are located and come <br /> back to the next meeting. <br /> <br /> Motion was made by Councilman Warthen, second by Councilman Dolen to approve <br /> Availability Fees for Ewing Properties in the amount off $41,400.00 connection fee and <br /> $50,600.00 for Availability fees. Motion carried 5-0. <br /> <br /> Legal: Town Attorney Tim Currens reported the Hospital Authority had approved a Bond for <br /> Kendrick Hospital for $4.5 million for a birthing unit at a Public Hearing held on February 24, <br /> 1999. The approval was unanimous. The Town has a $10 million cap on Bonds and this will go <br /> towards that cap. Motion was made by Councilman Dolen, second by Councilman Clark to <br /> approve the $10 million cap plus tax exempt obligations. Motion carried 5-0. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Clark to approve the $4.5 <br /> million Bond approved by the Hospital Authority. Motion carried 5-0. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Clark to approve Ordinance #2, <br /> 1999, amending the salary Ordinance for the Economic Development Secretary to raise hourly <br /> wage to $8.50. Motion carriod"5-0. <br /> <br /> Discussion was held concerning street lights for Johnson Road and Trinity Estates. This will be <br /> discussed further under Old Business at the March ~16, 1999 Meeting. <br /> <br /> Animal Control Officer Mark Taylor reported thirty (30) calls, five (5) impounds, and two (2) <br /> returns. <br /> <br /> Town Attorney Tim Currens will advertise for mowing bids for the Town Cemetery in the <br /> Mooresville Times. <br /> <br /> Motion was made by Councilman Pygman, second by Councilman Warthen to approve payment <br /> of the claims.
