Motion was made by Councilman Warthcn, second by Councilman l)oicn <br />claims. Motion carried 5-0. <br /> <br />Councilman Warthen brought attention to posters displayed in tile meeting room as being thc <br />finalists from Census 2000 poster contest. The Council appointed Councihnan Warthcn and <br />Clerk-Treasurer Sandra Perry to judge the posters for tile First prize and runner-up winners. <br /> <br />Councilman Warthen reported that some residents }lad not received their Census 2000 lbrm and <br />that a complete count center will be set up at the Moorcs~ illc l,ibrary bcginmg on March 23rd <br /> <br />where a person can obtain and complete a census form to mail. There may also be a center set r'"q <br />up at Krogers, but this is not certain as of yet. <br /> <br />There being no further business to come before tile Council at this time, motion was made by <br />Councilman Dolen, second by Councihnan Clark to adjourn. Clark, Tom <br /> Warti~en, and Andy Pygmau. No council members we~c abscm. Town Atto,ney Tim Currens <br /> was present. <br /> <br /> Motion was made by Councilman Clark, second by Councihnan Pygman to approve minutes of <br /> ti~c iviarci~ 2 i, 2000 meeting, iviotion carried 3-0. <br /> <br /> Due to more research needed, lowering speed limits in subdivisions was tabled to another <br /> meeting. <br /> <br /> Next on the agenda, parking places downtown, President Mathis read minutes of November 16, <br /> i999, December 2 i, i999, aud January i8, 2000 to ~eftesi~ ,ncmorics of events. Councilman <br /> Dolen stated he wanted to table because of the recent fire downtown, feeling that the businesses <br /> itad not i~ad time to recuperate. Couuciiman 'vVa,'timn stated im wa,ued to table issue to i~ave <br /> more time to work with downtown merchants. Councilman Clark voiced the same opinion. <br /> President iviatitis stated i~e wanted to stay as is at tiffs time and scrap everytifing timt was <br /> previously discussed. Councilman Warthen said he still wants to work with downtown <br /> mercitants on a,ty ideas to enitauce u'a~t"qc problems aud let timm come up witi~ a date to bring <br /> ideas to Council. Council agreed. <br /> <br /> South Street server project: Councilman Pygman reported a band-aid had been done on the <br /> problem previously by buying a ,mw water imater and furnace and doing ~epairs to a basement. <br /> He recommended another line down South Street to the Wastewater Treatment Plant. Most of <br /> ti~e current line is slip-lined. Superintendent of Street Departme,n, Joe Beikman, reported i~e <br /> had obtained two quotes to run another line, one for $110,000 and the other for $ 148,000. He <br /> reported this line would help tim flows but was no guarantee to end ti~e probiem because work <br /> needed to be done on the laterals also. President Mathis told the Council Food and Beverage <br /> monies could be used for this project, ivir. Beikman told ti~e Council i~e was afraid ti~e Town <br /> would be "band-aiding" again because the problem was infiltration. This item will be on agenda <br /> for Apt'ii i g, 2000 meeting under unfitfisited business. President Matitis, Councilman Pygman, <br /> and Joe Beikman will work on the problem together. <br /> <br /> <br />
