August 7, 1990 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, August 7, 1990 at 7:30 p.m. at Mooresville Town Hall. <br /> <br /> Council members present were Dick Heald, Pat Overholser, Steve <br /> Ballard and Steve Edwards. Council member Jack Forbes was absent. <br /> <br /> The minutes of the previous meeting were approved as submitted. <br /> <br /> The Morgan County Humane Society appeared before the council to <br /> request a roadblock to be held August 25, 1990. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Heald to approve the roadblock for the Morgan County Humane <br /> Society for August 25, 1990. Motion carried unanamously. <br /> <br /> Mr. Joe Neal appeared before the Council on behalf of the town <br /> skateboarders to request that the town sell the skateboard club <br /> a parcel of park property for a skateboard ramp. <br /> <br /> Council Attorney Tim Currens advised Mr. Neal he would have to <br /> research the legalities of such a transaction. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br /> Overholser to approve the first reading of Ordinance #12-1990, The <br /> Mooresville Comprehensive Plan. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Ballard to approve the first reading of Ordinance #13-1990, The <br /> Town of Mooresville Zoning Ordinance. Motion carried unanamously. <br /> <br /> Council President Edwards discussed the possibility of buying <br /> Hoosier Water Company. President Edwards appointed Councilwoman <br /> Pat Overholser, Economic Development Director Randy Haymaker and him- <br /> self to a committee to study the feasibility of buying Hoosier Water <br /> Company. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br /> Overholser to approve this committee. Motion carried unanamously. <br /> <br /> Council Attorney Tim Currens read three quotes for street paving <br /> to the Council. Street Superintendent Joe Beikman advised the Council <br /> that he would recommend accepting the quote of Dalton Asphalt although <br /> it was not the low quote. The low quote was submitted by WAP but <br /> based on the fact that they were awarded the paving contract for 1989 <br /> and the quality of their work was not satisfactory to Mr. Beikman, <br /> Mr. Beikman recommended the second low quote of Dalton Asphalt. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Ballard to accept the paving quote of Dalton Asphalt based on <br /> Street Superintendent Beikman. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br /> Overholser to release $99,312.00 of the Caperton Development cash <br /> escrow monies, based on the recommendation of Joe Beikman. <br /> Motion carried unanamously. <br /> <br /> Police Chief George Ditton informed the Council that the Old <br /> Settlers Parade route has been changed for this year. The new route <br /> will go south on Indiana Street from Carlisle Street to Main Street, <br /> east on Main Street to Maple Lane, north on Maple Lane to St. Clair <br /> and west on St. Clair back to the high school. <br /> <br /> EDC Director Randy Haymaker advised the Council that due to the <br />budget hearing August 14, 1990 the Redevelopment Commission will meet <br />on August 14, 1990 in the police conference room. <br /> <br /> Fire Chief Darrell Brown advised the Council that the Mooresville <br />Volunteer's have put five new volunteers on the department. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br />Overholser to pay the bills and claims. Motion carried unanamously. <br /> <br /> <br />
