1.50 <br /> <br /> Motion was made by Councilman Heald and second by Councilman <br /> Viles to approve Ordinance #8-1992 on first reading, An Ordinance <br /> to Amend the Flood Plain Ordinance. Motion carried unanimously. <br /> <br /> The Council heard the first reading of Ordinance #9-1992 <br /> An Ordinance Regulating Animals. Second reading will be at the <br /> next Council meeting. <br /> <br /> Motion was made by Councilwoman Overholser and second by <br /> Councilman Edwards to raise the weight limit on Monroe Street from <br /> Main Street to High Street. Motion carried unanimously. <br /> <br /> Street Superintendent Joe Beikman presented the Council <br /> samples of fiberglass light poles which Indianapolis Power & Light <br /> are beginning to use instead of aluminum. He also expressed the <br /> need for a town policy regarding lighting. Council President Ballard <br /> asked Mr. Beikman to draft a lighting policy for the town and <br /> present it to the Council for approval. <br /> <br /> Economic Development Director Randy Haymaker advised the Council <br /> of the progress of the Redevelopment Commission in regard to the <br /> south side sewer extension and the infiltration project in the <br /> Redevelopment District. <br /> <br /> Mr. Haymaker presented the Council information from the City <br /> of Indianapolis in regard to Fort Benjamin Harrison. <br /> <br /> A request has been made from the Morgan County Economic <br /> Development Commission to have Randy Haymaker allocate part of <br /> his time working for that entity. Additional information is needed <br /> to make a decision on this matter. <br /> <br /> Mr. Haymaker requested an Executive Session of the Town Council <br /> to review the EDC job performance. Executive Session will be held <br /> Tuesday, April 21, 1992 at 8:30 p.m. immediately following the <br /> Town Council meeting. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Heald to obtain two appraisals on the property at 39 W. Main Street <br /> in response to the offer to purchase said property. <br /> Motion carried unanimously. <br /> <br /> Council President Ballard appointed Councilman Viles, Judge <br /> Paul Sterrett and Randy Haymaker to a committee to find a solution <br /> for the Town Court to comply with the American With Disabilities Act. <br /> <br /> Animal Control Officer Mark Taylor reported he had ninteen (19) <br /> calls, nine (9) animals impounded and four (4) returned to owners. <br /> <br /> Cemetery Sexton Ed Bucker, having reviewed the grass mowing <br /> bids for the cemetery voiced concern in regard to the low bid being <br /> capable of performing the job. <br /> <br /> Motion was made by Councilman Viles and second by Councilman <br /> Heald to accept the grass mowing bid of Greenwald at $635.00 per <br /> mowing, rejecting the low bid due to inexperience and lack of equip- <br /> ment to do the job. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br /> Overholser to approve the bills and claims. Motion carried unanimously. <br /> <br /> There being no further business to come before the Mooresville <br /> Town Council at this time motion to adjourn was made by Councilman <br /> Viles, second by Councilman Heald.
