215 <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br />Ballard to adopt on second reading Ordinance #2-1994 An Ordinance <br />Establishing Contribution Requirements for Developers and New <br />Users of the Town of Mooresville Sewer System. Motion carried <br />unanimously. <br /> <br /> Motion was made by Councilman Ballard, second by Councilman <br />Viles to approve Ordinance #5-1994 An Ordinance to Rezone Property <br />owned by Brown Township from agriculture to B-2. <br />Motion carried unanimously. <br /> <br /> Councilman Ballard addressed the Council in regard to emergency <br />response on State Road 67 South. Councilman Ballard explained <br />the confusion of resonsibility in this area between Brown Township <br />and the Town of Mooresville. The Town has developed a plan to <br />eliminate this confusion and will discuss the possibility of <br />presenting this plan to Brown Township with Town Attorney Tim Currens. <br /> <br /> Councilman Edwards addressed the Council in regard to traffic <br />control at the intersection of Indianapolis Road and Old State Road 67. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Heald to have Town Engineer Bill Abbott investigate possibilities <br />of increasing the safety at the intersection of Indianapolis Road <br />and Old State Road 67 and make recommendations to the Council. <br />Motion carried unanimously. <br /> <br /> Motion was made by Councilman Ballard, second by Councilman <br />Viles to have Economic Development Director Randy Haymaker answer <br />the County's inquiry about the Town of Mooresville providing sewer <br />service for the Brookmore Addition. Motion carried unanimously. <br /> <br /> Mr. Bill Abbott and Councilman Edwards addressed the Council <br />in regard to a County Area Planning Commission. Councilman Edwards <br />asked the Council to endorse a county advisory plan commission <br />instead of an area planning commission. An advisory plan commission <br />would allow for municipalities which currently have a buffer zone <br />to keep the buffer zone. An area plan commission would dissolve <br />existing buffer zones with the zoning of all properties outside of <br />municipal corporation limits becoming the responsibility of the <br />county. <br /> <br /> Motion was made by Councilman Viles, second by Councilman <br />Heald to have town attorney Tim Currens write a letter to the Morgan <br />County Commissioners on behalf of the Mooresville Town Council <br />endorsing a county advisory plan commission. Motion carried unanimously. <br /> <br /> Animal Control Officer Mark Taylor reported he received <br />twenty-one (21) calls, six (6) animals impounded and one (1) <br />animal returned to their owner. <br /> <br /> Cemetery Sexton Ed Bucker recommended to the Council that the <br />bid of M & S lawn Care for mowing of the Mooresville cemeteries be <br />accepted based on recommendations from other cemeteries under <br />contract to M & S lawn Care and equipment owned by M & S lawn Care. <br /> <br /> Motion was made by Councilman Viles, second by Councilman <br />Edwards to award the cemetery mowing bid for 1994 to M & S lawn <br />Care in the amount of $600.00 per mowing. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Ballard to approve the bills and claims. Motion carried unanimously. <br /> <br /> There being no further business to come before the Mooresville <br />Town Council at this time, motion to adjourn was made by Councilman <br />Heald, second by Councilman Edwards.
