252 <br /> <br /> Councilman Viles presented the Council with a letter from <br /> DeWayne Ward of the Mooresville little league requesting permission <br /> to hold a parade for the opening day of Boys little league <br /> Baseball on April 22, 199-5. <br /> <br /> Motion was made by Councilwoman Overholser, second by <br /> Councilman Viles to approve a parade for Mooresville Boys little <br /> league Baseball on April 22, 1995. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Viles, second by Councilman <br /> Wright to adopt Resolution 1-1995 A Resolution Approving the <br /> Pipeline Agreement longitudinal Encroachment Articles of Agreement <br /> Between Indiana Southern Railroad, Inc. and the Civil Town <br /> of Mooresville. Motion carried unanimously. <br /> <br /> Fire Chief Darrell Brown asked the Council if there is any <br /> truth to the conversation of the Town of Mooresville returning <br /> to a volunteer fire department. The Council stated there is <br /> no truth to this accusation. <br /> <br /> Mr. Steve Overton of Overton & Sons, Inc. addressed the Council <br /> concerning the Fire Department and the Economic Development Office. <br /> Mr. Overton spoke favorably about the direction the Town has <br /> taken in recent years and encouraged the Council to continue <br /> funding all the services the Town currently offers. <br /> <br /> Councilman Viles reported on the traffic problem on Memorial <br /> Drive during loading and unloading school children at Newby <br /> School. Councilman Viles stated that making Memorial Drive <br /> one-way will not solve the problem, there would still be excessive <br /> traffic during loading and unloading school children. Councilman <br /> Viles suggested continuing blocking Memorial Drive until the Town <br /> and Newby School can find a permanent solution to this problem. <br /> <br /> Motion was made by Councilwoman Overholser, second by Councilman <br /> Wright to continue blocking Memorial Drive during the loading and <br /> unloading of school children until the Town and Newby School can <br /> find a permanent solution to this problem. Motion carried 4-1 with <br /> Councilman Pygman casting the decending vote. <br /> <br /> Councilman Viles and Councilman Pgyman will meet with officials <br /> of Newby School to work out a solution to the traffic problem <br /> on Memorial Drive. <br /> <br /> Councilman Viles and Councilman Pygman reported to the <br /> Council on the sewer connection problem at 14 Victor Drive. <br /> The house located at 14 Victor Drive will have to intall a lift <br /> station to enable connection to the Town's sewer line. Councilman <br /> Viles recommended that the Town enter into a contract with <br /> Mr. & Mrs. Elliott, the owners of 14 Victor Drive, stating that <br /> the Elliott's will not be mandated to connect to the Town's <br /> sewer line at this time; however, if there is a change of <br /> occupancy at the residence of 14 Victor Drive or in the event <br /> any repairs to the septic system at 14 Victor Drive, the Elliott's <br /> will be mandated to connect to the Town's sewer system at that time. <br /> <br /> Motion was made by Councilman Viles, second by Councilwoman <br /> Overholser not to mandate Mr. & Mrs. Elliott, 14 Victor Drive <br /> to connect to the Town's sewer system at this time, due to the <br /> extinuating circumstances involving the plumbing of this house. <br /> However, in the event 14 Victor Drive has a change of occupancy <br /> or repairs are needed on the septic system of 14 Victor Drive, <br /> the Elliott's will be mandated to connect to the Town's sewer <br /> system. It is also necessary for the Ellott's to obtain an <br /> easement from the property owners adjoining 14 Victor Drive to <br /> enable the Elliott's to connect to the Town sewer system when it <br /> becomes necessary. A contract will be executed between the Town <br /> of Mooresville and the Elliott's in regard to this matter. Motion <br /> carried 4-1 with Councilman Wright casting the decending vote. <br /> <br /> <br />
