253 <br /> <br /> Councilwoman Overholser presented the committee report on the future <br />of the Economic Development Department to the Council. Councilwoman <br />Overholser stated the goals of the Economic Development Department, <br />the expense of the Economic Development Department and the amount <br />of revenue generated as a direct result of the EDC office. Council- <br />woman Overholser asked President Heald to poll the Council for <br />the Council's views on the continuation of an Economic Development <br />Department for the Town of Mooresville. <br /> <br /> Councilman Heald stressed the importance of attracting industry <br />to Mooresville to get the tax burden off the property owner. <br /> <br /> Councilman Viles stated he did not realize the amount of <br />responsibility the EDC Director had until he served on this <br />committee. Councilman Viles advised the Council many business <br />men in Mooresville had contacted him to encourage the continuation <br />of the EDC office. <br /> <br /> Councilman Pygman stated he feels the Town of Mooresville <br />cannot afford to eliminate the Economic Development Department. <br /> <br /> Councilman Wright would like to have some information on a <br />Town Manager prior to making a decision on the future of the <br />EDC office. <br /> <br /> Town attorney Tim Currens informed the Council that a town <br />manager is legislated by state statute. A town manager acts on <br />the Council's behalf on a daily basis. A town manager figures <br />all budgets, department heads report to this position and a town <br />manager has the authority to hire and fire Town employees. <br /> <br /> Councilman Wright does not feel a town manager would be <br />appropriate at this time, he is in favor of hiring and EDC <br />Director. <br /> <br /> Motion was made by Councilman Viles, second by Councilwoman <br />Overholser to approve the following time line for filling the <br />vacancy of the EDC Director. February 22, 1995 and March 1, 1995 <br />advertise position in the Times and Reporter, February 25, 1995 <br />and March 4, 1995 advertise in the Indianapolis Star and News, <br />March 10, 1995 last day to accept resumes, March 20, 1995 Council <br />will meet in executive session to review resumes, March 21-24, 1995 <br />interview selected applicants, April 3, 1995 hire Economic <br />Development Director. Motion carried unanimously. <br /> <br /> Animal Control Officer Mark Taylor received nineteen (19) <br />calls, impounded (8) animals and returned two (2) animals to <br />their owners. <br /> <br /> Motion was made by Councilman Wright, second by Councilwoman <br />Overholser to transfer $10,000.00 from the Cemetery Permanent <br />Maintenance Fund to the Cemetery Operating Fund. <br />Motion carried unanimously. <br /> <br /> Cemetery Sexton Ed Bucker requested the authority to buy a <br />tractor for the cemetery. <br /> <br /> Motion was made by Councilman Wright, second by Councilwoman <br />Overholser to buy a tractor for the cemetery. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Viles, second by Councilman <br />Wright to approve the bills and claims.
