Motion
carried unanously.

Business from the floor: Attorney Sonnega, Prosecuter of
Morgan County, explained to the Council a speeding up of the
collection process on bad checks written in Morgan County.
Our town court will collect the monies from the person pleading'
guilty and getting deferred restitution. Mooresville Town
Court will then write a check to the Mooresville Town User Fee
account. The Clerk-Treasurer will then send a check down to
Martinsville. 5lartinsville will send a check for fifty per-cent
back to the Mooresville Clerk-Treasurer. This new process could
enhance the Town of Morresville's revenue by $20,000 - $30,000
per year. Councilman Hensley expressed the Town Council's concern
that this process would add a need for more clerical help on our
side. Mr. Sonnega stated if this process doesn't work out it
could be changed.

Steve Overton, President of Morgan County Economic Development
Corporation, invited the Town Council to a reception on Thursday,
February I, 1996 at 5:30 P.M. at the Cater House in Martinsville.
Mr. Overton also urged the Town Council to look into the need
for hiring another Economic Development Director. Pet Majeski,
President of Chamber of Commerce of Mooresville, spoke to the
Council, urging the Council to fill the Economic Development
position as soon as possible. Mr. Majeski stated Mooresville
must control the balance between residential growth and the
growth of business and industry.

Grey Iacobucci of Morgan County Manufacturing Association
spoke to the Council about the importance of filling the
Economic Development position.

The Council asked for the Mooresville pIan/co~mission to
map out on an easel-type drawing of the areas of land available
for Industry and Commercial development, whether these
developments be large or small. The goal set for viewin~j this
map is the next regular Council meeting, February 5, 1996.
