298 <br /> <br /> New business was the 457-K Plan that the town of Mooresville <br /> has been contributing to along with the employee's contributions. <br /> Councilman Wright was on the committee that wrote the 1996 salary <br /> ordinance and stated the committee left the 457-K Plan in the <br /> ordinance to equalize the PERF retirement plan for the civilians <br /> which began January 1, 1996 and the 1997 Fire and Police pension <br /> plan which will begin around the middle of 1996. Councilman <br /> Wright stated he understood the 457-K Plan was created around <br /> four years ago in lieu of a pay increase. Councilman Hensley, <br /> Dolen, Pygman, and Mathis had a different understanding of the <br /> 457-K Plan. Councilman Mathis informed the employees that Joseph <br /> Repp from the 457-K Plan (PEBSCO) will be at the Town Hall to <br /> discuss employee options. <br /> <br /> Motion was made by Councilman Hensley, second by Andy <br /> Pygman for an amendment to the December 1995 Salary Ordinance <br /> for 1996 to delete the Town of Mooresville's contribution to <br /> the 457-K Plan. Motion carried 4-1. Councilman Wright voted <br /> no. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman <br /> Hensley to accept the Deeds of Dedication from Environmental <br /> Development on Section 1 thru 6 of Rooker Trace and PUD Section <br /> of Rooker Run. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman <br /> Pygman to accept a Deed of Dedication for Rooker Associates <br /> LLC for Section 3 of Rooker Run Planned Unit Development. <br /> Motion carried unanimously. <br /> <br /> Appointments were signed and attested for Tom Warthen - <br /> Board of Zoning Appeals, Park Board, Paul Ruch and Jim Ransome. <br /> <br /> Brent Callahan, Park Department, reported the Christmas <br /> Tree Recycling Program ends this week. <br /> <br /> Police Chief Tim Viles reported a program called PACP, <br /> a citizens academy, made up of approximately 120 people. <br /> This will take place on two Saturdays, April 13 and April 27 <br /> from 9:00 A.M. to 1:00 P.M. This is on a first come first <br /> serve basis. <br /> <br /> Joe Beikman of the Street Department presented quotes for <br /> new carpeting for a rental house the Street Department owns. <br /> Marion Adams $892.00, Carpet Artists $760.00. Motion was <br /> made by Councilman Hensley, second by Toby Dolen to accept <br /> the higher bid of $892.00 by Marion Adams for carpeting for <br /> the rental property owned by the Street Department because <br /> Marion Adams is a local business and will stand behind their <br /> work. Motion carried unanimously. <br /> <br /> Animal Control Officer Mark Taylor reported twenty-two <br /> calls, four impounded. <br /> <br /> Darrell Brown, Fire Department Chief, reported five openings <br /> of Reserve Fireman. The Council advised Chief Brown to go <br /> through his Commissioner concerning the matter. Chief Brown also <br /> advised of need for two ordinances. One is for an update on the <br /> Open Burning Ordinance. One is for used and unusable tire <br /> storage. Councilman Mathis suggested the Ordinances need to be <br /> brought up with the Fire Department's Commissioner. Chief <br /> Brown will write up preliminary drafts of the ordinances. <br /> <br /> Danny Tingle, Waste Water Treatment Plant, gave the Council <br /> three quotes for generator batteries. Tingle also wanted an okay <br /> from the Council to send Gray Brothers Cafeteria a warning <br /> letter on their grease discharge limit. Tingle advised the <br /> Council of the possibility of an electro-plating company <br /> moving into town that had in the past dumped harmful materials <br /> into the sewer system. Tingle wants a pole and meter put up <br /> and 24 hour sampling tests. Tingle was advised to go through <br /> his Commissioner. <br /> <br /> <br />
