306 <br /> <br /> Motion was made by Councilman Dolen, second by <br /> Councilman Hensley to approve the minutes of the February 19, <br /> 1996 meeting. Motion passed unanimously. <br /> <br /> Appearing before the Council was Ralph Harris, 298 <br /> Landersdale Road requesting information on the completion and <br /> extension of Bridge Street thru to Landersdale Road. The <br /> Council informed Mr. Harris that the project was being done <br /> by a private contractor and any easements would have to be <br /> acquired by that contractor and worked out by any property <br /> owners and the Town would not be involved. Attorney Tim <br /> Currens explained that the contractor could go through the <br /> County since the property has not been dedicated or annexed <br /> into the Town, to obtain imminent domain, but that would not <br /> be within the control of the Town. <br /> <br /> Gary Rothenburger of the Mooresville Jr. Baseball League <br /> appeared before the Council requesting permission to have a <br /> parade on April 27, 1996 at approximately 8:00 or 8:30 with <br /> police and fire escorts.. Councilman Hensley made the motion <br /> advising to contact both departments of any conflicts, <br /> Councilman Wright second. Motion passed unanimously. <br /> <br /> Animal Control Officer Mark Taylor addressed the Council <br /> concerning the distribution of the U. S. Express newspapers <br /> in the streets and sidewalks of Mooresville. Councilman Mark <br /> Mathis proposed contacting the newspaper about this matter. <br /> <br /> Town Attorney Tim Currens presented to the Council a <br /> letter from the Independent Appraisals wanting to appraise <br /> the municipal buildings. This would help the Town in case of <br /> loss we would have the proper documentation of Town assets. <br /> Councilman Mathis suggested examining the file for the <br /> previous years and taking this matter under advisement until <br /> the next meeting. <br /> <br /> Councilman Pygman addressed the issue of the garage <br /> located in the Town parking lot on W. Harrison Street and the <br /> right to occupy by the previous owners. Attorney Tim Currens <br /> suggested he contact the previous owners about the <br /> deterioting condition of the building, obligation of repairs, <br /> parking spaces, and the restrictions on the garage. <br /> <br /> Councilman Pygman made a motion and Councilman Dolen <br /> second for the adoption of Ordinance 2-1996 establishing one <br /> way traffic on Memorial Drive during school hours as posted. <br /> Motion carried unanimously. <br /> <br /> Town attorney Tim Currens presented a draft of the <br /> ordinance concerning utility poles and signs for <br /> consideration. <br /> In the absence of Police Chief Timothy viles, Councilman <br /> Hensley reported that Police chief Viles was advertising <br /> within the department for a dectective. <br /> <br /> Fire Chief Darrell Brown reported the Council of the <br /> condition of the overhead doors on the Fire Station including <br /> one bid for replacement. He also reported that this repair <br /> is not a budgeted item, but felt that it could be considered. <br /> Fire chief Brown stated he would look into the lease on the <br /> building and relocating the items within it. He also stated <br /> that he was presently establishing by-laws on the Fire <br /> Pension Fund for their first meeting. The two separate fires <br /> at 118 E. Main Street on two different days was also <br /> discused with Chief Brown explaining that the open burning in <br /> the Town was still an issue. <br /> Street Commissioner Joe Beikman and Town Engineer Bill <br /> Abbott discussed with the Council the design considerations <br /> of the intersection of Indianapolis Road and Old State Road <br /> 67 N. Councilman Hensley made a motion, Councilmen Dolen and <br /> Pygman second to make the changes in the intersection as <br /> discussed after a traffic study.
