Lisa Prosser from the Indiana Burglar and Fire Alarm Association addressed <br />the Council concerning the Burgt~.Alarm Ordinance # 6-1996. Ms. Prosser <br />asked for some points of clarification. One question was fro~, <br />page 5, sect.~on 2, top paragraph,question is are we disallowing <br />tape dialers? Chief of Police, Tim Viles stated some automatic <br />dialers do not disengage and our board in the Police Station is <br />not big enough to handle this problem so we are disallowing tape <br />dialers. Ms. Prosser is in agreement. Her next question was <br />who would be distributor for applications? The Clerk-Treasurer's <br />office will be the distributor and blank applications will be <br />given to alarm companies. Chief Viles stated this Burglar Alarm <br />Ordinance is an attempt to cut down on False Alarms. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Hensley <br /> to approve the first reading of Ordinance # 6 1996,(the Burglar <br /> Alarm Ordianance.) <br /> <br /> Dennis Lashbrook, 409 Tavistock in Roberson Village, appeared <br /> before the Town Council concerning Ordinances for Semi-Truck <br /> parking. The Council informed Mr. Lashbrook we do have ordinances <br /> to prohibit semi trucks traveling on certain streets. These <br /> trucks can't be over 5,000 pounds, but the town does not have an <br /> ordinance for semi truck parking in Residential areas. There <br /> may be a zoning ordinance, but those ordinances can't be ticketed. <br /> For a vehicle weighing over one ton you can cite them to a Plan <br /> Commission meeting for a hearing. Mr. Lashbrook also had a <br /> question concerning property that had been changed from agriculure <br /> to residential or industrial. Are the property owners required <br /> to keep the grass and weeds mowed? He was referring to the <br /> property on the north side of Perkins Restaurant. Town <br /> Attorney Tim Currens told Mr. Lashbrook he needs to write letters <br /> addressing these two items to the Town Council. <br /> <br /> Town Council President Mark Mathis announced the appointments of <br /> members to serve on the 1996 Redevelopment Commission. The <br /> three Presidential appointments are: Norman Connell, Bud Swisher, <br /> and Jim Hensley. The two Town Council appointments are : Dave <br /> Kohlmeyer and Glen Barron. The Council voted unanimously to <br /> keep the appointments as listed. Councilman Wright requested <br /> a monthly report to the Council from the Redevelopment Commission. <br /> <br /> Councilman Dolen reported grass needing to be mowed at 39 West Main <br /> Street owned by Doug Turner. Town Attorney Tim Currens will <br /> check into this matter. <br /> <br /> Judge Sterrett asked the Council about the properties on South <br /> Street. One property is next to the Old Town Park and the other <br /> property the Historical Society is asking to restore. The Plan <br /> Co~nission is addressing the property the Historical Society <br /> wants to restore. Councilman Dolen questioned the Starkey property <br /> on East Main street. A demolition permit has been obtained for <br /> this property. <br /> <br /> Clerk-Treasurer Sandra Perry gave Council members information on <br /> averaging sewer bills for the Summer watering of lawns, but <br /> advised the Council to study the information further because there <br /> was a lot of information to digest. <br /> <br /> Town Attorney Tim Currens reported he had contacted Tom Parker <br /> concerning the Police and Fire 1977 Retirement Plan and he will <br /> continue to contact him. Mr. Parker is to send information to <br /> Attorney Currens by June 8, 1996. <br /> <br /> Fire Department Chief Darrell Brown informed the Council the <br /> Wabash Ford bill had been adjusted down by $300.75 but the <br /> bill still included a second towing charge that was actually the <br /> fault of Wabash Ford. Town Council President Mark Mathis stated <br /> the Council would approve payment of the bill minus the second <br /> towing charge of $80.00 (eighty dollars). A letter will <br /> accompany the payment explaining our position. <br /> <br /> <br />
