Attorney Timothy Currens presented the Council with the <br />easement agreement with the Mooresville Consolidated School <br />Corporation for an easement on W. Carlisle Street so that the <br />Town could install a new sidewalk. ~;Jim Hensley made the motion <br />to sign the contracts so that the attorneys could present the <br />contract to the school board for their signatures. Councilman <br />Pygman seconded the motion. Motion carries 5 - 0. <br /> <br /> Street Superintendent Joseph Beikman reported to the Council <br /> that the South Street Sewer Project bids were not completed, but <br /> he would have themfor the next meeting. <br /> <br /> Councilman Andy Pygman inquired about the 3 estimates for <br /> the roof of the garage. Joseph Beikman stated that not all 3 <br /> quotes requested had been returned as of yet, but he hoped to <br /> have them by the next meeting, also. <br /> <br /> Attorney Tim Currens presented the Council with a written <br /> Capital Improvement Plan which they approved and signed. The <br /> Council also signed the Town of Mooresville Ordinance 6-1996 <br /> regulating the installation and use of automatic and manual <br /> alarm systems in the Town of Mooresville. Release of the escrow <br /> for Rooker Run Section I & II was signed for $37,692.25. <br /> Councilman Hensley made the motion with Councilman Dolen making <br /> the second. Motion passed 5 - 0. <br /> <br /> Since Police Chief Timothy Viles was absent, there was no <br /> report from the Police Department. <br /> <br /> Fire Chief Darrell Brown gave no report. After much <br /> discussion between the Council and Fire Chief Darrell Brown <br /> concerning a newspaper article, Councilman Dolen made the motion <br /> to demote Fire Chief Darrell Brown to a firefighter position. <br /> Councilman Hensley seconded the motion. Motion passed 3 - 2 with <br /> Councilmen Pygman and Wright against. Council President Mathis <br /> stated that the demotion was effective September 9, 1996, Monday <br /> morning. <br /> <br /> Street Superintendent Joseph Beikman gave no report at <br /> this time, but was present. <br /> <br /> Animal Control Officer Mark Taylor reported thirty-one (31) <br /> calls, thirteen (13) impounded and two (2) returned. <br /> <br /> Town Court Judge Paul Sterrett had no report at this time. <br /> <br /> Head Billing Clerk, Sherry Turner, in the absence of Clerk- <br /> Treasurer Sandra R. Perry, presented the Council with a swimming <br /> pool sewer exemption for Mike Cavanaugh residing at 71 W. High <br /> Street. Councilman H~ns~y~ade the motion to pass the exemption <br /> and Councilman Wright made the second. Motion carries 4 - 1 with <br /> Councilman Dolen against. <br /> <br /> The Council discussed replacing Fire Chief Darrell Brown and <br /> procedures during the lapse of a Fire Chief. Councilman Dolen <br /> made the motion to place the shift Captains in charge with Council- <br /> man Dolen. Councilman HenSleyseconded the motion. Motion passed <br /> 5 - 0. <br /> <br /> There being no further business to come before the Council <br /> at this time, Councilman Dolen made the motion to adjourn. <br /> Councilman Wright made a second.
