September 16, 1996 <br /> <br /> The Mooresville Town Council met in a regular scheduled <br /> meeting on Monday, September 16, 1996 at 7:30 P. M. at the <br /> Mooresville Town Hall. <br /> Council members present were: Council President Mark Mathis, <br /> Vice-President Andy Pygman, Toby Dolen, and Jim Hensley. 13 <br /> Councilman Bill Wright was absent. <br /> Motion was made by Councilman Dolen, second by Councilman <br /> Pygman to approve the minutes of the September 5, 1996 <br /> meeting as amended. Motion carried 4-0. <br /> Business from the floor: Ross Holloway of Holloway & <br /> Associates presented a plan for the Marsh Food Store in the <br /> Town Center requesting two (2) commercial drive cuts. There <br /> is a street cut between Perkins and the Marsh Store but Marsh <br /> wants a street cut in front of their store. The plan also <br /> included making Bridge Street three (3) lanes with the middle <br /> lane being a left turn lane. Councilman Hensley made a <br /> motion, second by Councilman Dolen to approve the two (2) <br /> commercial street cuts and the making of Bridge Street into <br /> three (3) lanes. Motion carried 4 - 0. <br /> Roy Finchum addressed the Council for permission to install a <br /> sign for Breakout Billiards inside the new curb that was <br /> constructed at Old Highway 67 and Indianapolis Road. The <br /> sign would be the same size as Federal Mogul's sign. Motion <br /> was made Councilman Hensley, second by Councilman Dolen to <br /> approve the installation of the sign inside the curb for <br /> Breakout Billiards with Councilman Pygman approving the <br /> installation. Motion carried 4-0. <br /> uke resented the Council with a petition signed by <br /> Joyce F1 _ P ........ ~'~~ ~uestin~ Darrell Brown <br /> one hun. dred si~x~y-?.wo ~-_~_~;~l~X~--~h~. A d~scussion <br /> be re-~nstate~ as moores¥~x <br /> followed which included several citizens of the Town of <br /> Mooresville speaking in favor of Darrell Brown being re- <br /> instated. The discussion ended with Council President Mathis <br /> reading a prepared statement. Darrell Brown will be paid at <br /> his last held rank of Inspector and the salary of Inspector <br /> is $28,264.00 plus longevity and overtime. <br /> Legal: Town Attorney Tim Currens stated he had gone to the <br /> Election room to find out if the referendum had been put on <br /> the November Election Ballot for voters to vote for a Town <br /> Marshall system or a Police Commission. The referendum has <br /> been put on the ballot. <br /> Joe Beikman from the Street Department reported the sidewalk <br /> was finished on West Carlisle Street by the High School. <br /> Also, concerning the South Street sewer, two hundred sixty <br /> seven (267) feet needs to be replaced. Mr. Beikman has <br /> requested bids from three (3) people but has only received <br /> one (1) bid. Mr. Beikman will initiate a follow-up response <br /> to note the Town tried to get three (3) bids. <br /> Animal Control officer, Mark Taylor reported nineteen (19) <br /> calls, five (5) impounded, and three (3) returned. <br /> Street Commissioner Joe Beikman reported he has three (3) <br /> bids for the hail damage repair on the buildings. <br /> Moore Construction Co. $50,896.63 <br />~. Top To Bottom 58,229.89 <br /> Jeff Gilliam 48,876.00 <br /> The Town Council stated they wanted Liability Insurance <br /> included with the bids. <br /> Motion was made by Councilman Hensley, second by Councilman <br /> Dolen to finish paying any Police Department construction <br /> bills from the CCD Fund. Motion carried 4-0. <br /> Motion was made by Councilman Doien, second by Councilman <br /> Hensley to approve the payment of the claims. Motion carried <br /> 4-0. <br /> <br /> <br />
