397 <br /> <br />Todd Listerman, Engineer from the State Highway Department, spoke to the Council regarding <br />the bridge to be repaired offHighway 67 on Highway 144 coming into Town of Mooresville. <br />The start date for the project is April 1999 to be completed by the end of 1999. The closure of <br />the Bridge would be 3-4 months. The improvements on Highway 67 at the intersection would be <br />a new signal and extend the right turn off lane. They would use crossover traffic for these <br />repairs. If the State made South Indiana Street the official detour, the island may be disposed of <br />and a right turn lane onto South Indiana Street may be able to be installed. Mr. Listerman said <br />the bridge will be torn down to the caps, then the caps widened, and add a new deck. Town <br />Engineer Bill Abbott asked why a Public Hearing wasn't held on this project. Mr. Listerman did <br />not know. Mr. Abbott also wanted a Bonus added to the Contract for the Contractor. The <br />Council asked Todd to come back in September when the final field check with the Plans had <br />been made to inform the Council the changes to be made in South Indiana Street. <br /> <br />Ross Holloway of Holloway & Associates requested a rezone of 7 acres on Highway 267 <br />belonging to Arvin Hopkins from Agriculture to B-1 ( there is a farmhouse operating as a Real <br />Estate Office on the property.) Howard Johnson of 7630 E. Hendricks County Road spoke <br />against the rezone saying this devalued their property and there were a lot of accidents at that <br />point on Highway 267. Jim Smith of 7590 East Hendricks County Road had read a B-1 <br />Classification from Morgan County, but the Council informed him Mooresville's B-1 <br />classification was much different and allowed only light business (offices). Motion was made by <br />Councilman Hensley, second by Councilman Dolen to approve the Rezone. Motion carried 4-1. <br />Councilman Pygman opposed. <br /> <br />Motion was made by Councilman Hensley, second by Councilman Wright to approve the <br />amendment to Commercial PUD Ordinance tt2, section 3, 1994 in which. 1 EDU per 1000 <br />square feet is paid when building permit is issued, then at occupancy or anytime within the first <br />year an additional fee would be required if the type of business changes which would have more <br />water usage. Motion carded 5-0. <br /> <br />Motion was made by Councilman Dolen, second by Councilman Wright to approve the <br />Availability Fees for T & W Corporation in the amount of $1,980.00 availability fee and <br />$1,620.00 connection fee. Motion carried 5-0. <br />Motion was made by Councilman Dolen, second by Councilman Wright to approve Resolution <br />113, 1998, Fiscal Plan for Daryl Lewis annexation on Johnson Road. Motion carded 5-0. <br /> <br />Motion was made by Councilman Dolen, second by Councilman Wright to approve Ordinance <br />117, 1998 annexation of Daryl Lewis property on Johnson Road. Motion carried 5-0. <br /> <br />Motion was made by Councilman Wright, second by Councilman Dolen to approve Resolution <br />4, 1998, Fiscal Plan for contiguity of Bullock Furniture, Yager, and Stardust, Duncan, Yager, <br />Ferguson property for annexation and to approve Ordinance 11 8, 1998, annexation of Weliever, <br />Yeager, Duncan, Wingler on Highway 67. Motion carded 5-0. <br /> <br />Motion was made by Councilman Dolen, second by Councilman Hensley to approve the <br />amendment to the 1998 Salary Ordinance. Motion carried 5-0. <br /> <br />Motion was made by Councilman Hensley, second by Councilman Pygman to accept the <br />resignation of John Burnside from the Police Commission. Motion carded 5-0. <br /> <br />Animal Control Officer Mark Taylor reported twenty-six (26) calls, four (4) impounds, and three <br />(3) returns. <br /> <br />The two quotes for a Cemetery sign were: <br /> <br /> Ed Brill Brownsburg $4115.00 <br /> M. A. Coffey Mooresville 4254.41 <br /> <br />Cemetery Sexton Ed Bucker recommended M. A. Coffey. Motion was made by Councilman <br />Hensley, second by Councilman Dolen to award the sign making to M. A. Coffey Masonary <br />because it is a Local Business. Motion camed 5-0. <br /> <br />Motion was made by Councilman Hensley, second by Councilman Dolen to approve payment of <br />the claims. Motion carried 5-0. <br /> <br /> <br />
