September 2022 <br />The meeting was called to order at 7:00 pm at the Mooresville Park Office. In attendance, the board <br />members were Lynn Adams, Danny Shaw, Matt Saner, Mark Taylor, and David Pearson. Supt. Kris <br />Wilson, Asst. Supt. Keelan Simpson and Office Mgr. Stacy Freeman. Absent, Erin Bechtold <br />Minutes of August 8th, 2022 approved as presented. Motion made by David Pearson, seconded by <br />Lynn Adams. Motion carried. <br />The meeting started with a discussion of the street fair using Bicentennial Park. Regina Shelby, <br />another downtown business owner, will be taking over the street fair from Farmhouse Market. Regina <br />Shelby submitted a new special event form; the primary use for Bicentennial Park will be for tables <br />and chairs for patrons to eat. Alcohol will not be served. Discussion ensued. Motion to approve the <br />use of Bicentennial Park for the September 17th Street Fair, with fee waived. Motion made by Mark <br />Taylor, seconded by David Pearson. Motion carried. <br />The Park presented the 2023 budget to the Town Council on September 6th. Paige from Baker Tilly <br />stated that she was concerned about the Park's budget because it is underfunded. Either the town <br />would need to find additional monies to support the proposed budget, or we would need to raise <br />fees or reduce some line items. <br />Supt. Wilson discussed with the Park Board about replacing the OTP restrooms. The replacement has <br />been in the Park's Master Plan for over ten years. If the Park Board approves the project, the Park will <br />go to the Town Council to request funding of $174,855 as part of the Capital Improvement Plan. <br />Discussion ensued. Motion to approve to go forward with replacing the OTP restrooms requesting <br />money from the Town Council. Motion made by Lynn Adams, seconded by Mark Taylor. <br />Motion carried. <br />Supt. Wilson is waiting on the legal council to update Park Ordinance 1-2020. <br />Supt. Wilson asked the Park Board for permission to request annexation from Town Council. The <br />parcels include Parcel Number 55-01-25-230-008.000-004 (627 E County Line Rd, Mooresville), Parcel <br />Number 55-01-25-230-007.000-004 (537 E County Line Rd, Mooresville), Parcel Number 55-02-30- <br />100-003.002-004 (within Pioneer Park, Indianapolis Rd), Parcel Number 55-02-30-100-002.001-004 <br />(within Pioneer Park, E County Line Rd), Parcel Number 55-02-30-100-002.000-004 (within Pioneer <br />Park, E County Line Rd). Motion to permit the request of annexation from the Town Council. Motion <br />made by Matt Saner, seconded by Danny Shaw. Motion carried. <br />Supt. Wilson requests the Park Board to start reviewing the 2023 contracts. The contracts that need to <br />be reviewed are Mooresville Youth Baseball/Softball, Komets Futbol Club, Lions Club, and Boy Scouts. <br />The Park Office has several items going into the Mooresville School's auction. The Park Board will <br />need to sign a Resolution to Declare Surplus Items. Motion to sign Resolution 3-2022 made by Lynn <br />Adams and seconded by David Pearson. Motion carried. Resolution signed by all attending members. <br />
