923 March 19, 2024 The Mooresville Town Council met in a regular session on Tuesday, March 19, 2024, at 6:30 P.M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town attorney Chou-il Lee was also present. Council President Warthen gave the invocation and called the meeting to order. Councilman Swinney motioned to approve the meeting minutes of March 5, 2024, seconded by Councilman Brown. Motion Carried 5-0. Unfinished Business — During the discussion on the surveillance and access control bids, the Council President explained the selection process that must be followed when choosing a bid. The funding for this project was also discussed, and it was decided to utilize either the Rainy -Day Fund or ARPA Fund, depending on the outcome of the Amerisco HVAC bid Councilman Brown moved to accept Koorsen as the lowest bidder, seconded by Councilman Swinney. The motion carried 4-1, with Councilman Cook opposing. New Business - Overton CF -1 Personal Property Resolution 1-2019 The estimated and actual cost of the improvement was $348,190. The employment estimate was 53, and the actual employment was 55. Councilman Swinney motioned to find Overton Industries in substantial compliance with Resolution 1-2019. Councilman Brown seconded. Motion carried 5-0. Overton CF -1 Personal Property Resolution 2-2020 The estimated and actual improvement cost was $140,000. The employment estimate was 53, the actual employment was 55. Councilman Brown motioned to find Overton Industries in substantial compliance with Resolution 2-2020. Councilman Swinney seconded. Motion carried 5-0. Overton CF -1 Personal Property Resolution 5-2021The estimated improvement was $200,000. The actual cost was $219,670. The employment estimate was 50, and the actual employment is 55. Councilman Swinney moved to find Overton Industries substantially compliant with Resolution 5-2021. Councilman Witt seconded. The motion carried 5-0. Overton CF -1 Personal Property Resolution 4-2022 The estimated and actual improvement cost was $179.000. The employment estimate was 44, but the actual employment is 55. Councilman Brown moved to find Overton Industries in substantial compliance with Resolution 4-2022. Councilman Swinney seconded. The motion carried 5-0. Overton CF -1 Personal Property Resolution 20-2022 The estimated improvement cost was $798,462. This project has not been completed. The employment estimate was 43 and the actual employment is 55. Councilman Swinney motioned to find Overton Industries in substantial compliance with Resolution 20- 2022. Councilman Brown seconded. Motion carried 5-0. Overton CF -1 Real Property Resolution 19-2022 The estimated cost of this project was $1,107,441. This project has been delayed. Overton requested to pull the CF -1 for Resolution 19-2022. Councilman Swinney motioned to allow Overton Industries to pull their Resolution 2022 CF -1. Councilman Brown seconded. The motion carried 5-0. Fire Chief Dalton presented Resolution 4-2024 Morgan County Multi -Hazard Mitigation Plan.
