January 4, 2011 <br /> The Mooresville Town Council met in regular session on Tuesday, January 4, 2011, at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Town Council members present were: Tony Langley, George Watkins, John L. Clark, <br /> Mark Mathis, and Jeff Cook. All members were present including the two new members <br /> George Watkins and Mark Mathis. Town attorney Tim Currens was present as was <br /> Clerk-Treasurer Sandra Perry. <br /> I <br /> Randall Garing, Lifepoint Church, gave the prayer. <br /> Councilman Langley began the meeting by introducing the two new council members. A <br /> motion was made by Councilman Clark with a second by Councilman Watkins to <br /> approve the minutes of December 21, 2010. Motion carried 5-0. <br /> Reorganization: Councilman Cook made a motion to make George Watkins President, <br /> Councilman Langley made the second. Motion carried 5-0. <br /> President Watkins continued the meeting. A motion was made by Councilman Clark to <br /> nominate Councilman Langley to be Vice President. Councilman Cook made the second. <br /> Councilman Langley said he would be happy to serve as Vice President again. Motion <br /> carried 5-0. <br /> President Watkins stated there were ten openings on various boards at this time. The <br /> Mooresville Redevelopment Commission is meeting on Thursday and currently Mark <br /> Mathis serves on the Morgan County EDC executive board. George Watkins would like <br /> to stay as one of the town representatives. A motion was made by Councilman Clark <br /> with a second by Councilman 'Langley to send Mark and George. Motion carried 5-0. <br /> The Police Commission Democrat position is open(the one held by Dean Kays) and <br /> Larry Bryant's term has ended. These appointments will be made at a later date. <br /> Councilman Cook stated he wants people to give a letter of intent if interested to be on <br /> the various boards. Councilman Langley thought this was an excellent idea. A motion <br /> was made by Councilman Cook with a second by Councilman Mathis to have letters of <br /> intent sent to the Clerk-Treasurer's office before the next meeting. Motion carried 5-0. <br /> Town attorney Tim Currens will check to see if Larry Bryant's term had indeed ended. <br /> Brent Callahan,Park Superintendent,told the council Doc Pierson would like to be <br /> appointed. This is a four year term republican Presidential appointment. Council <br /> President Watkins appointed Doc Pierson to the Park Board. <br /> Council President Watkins made a Presidential appointment of Neal Allman to the Board <br /> of Zoning Appeals. A motion was made by Councilman Mathis with a second by <br /> Councilman Cook to appoint Alan Kramer to the Board of Zoning Appeals. Motion <br /> carried 5-0. <br /> Council President Watkins announced the personnel policy is still being developed. <br /> Tim Medsker,Fire Chief,reported 1,053 responses in 2010 up 40 over the last year. <br /> Brent Callahan,Park Superintendent, announced the park is currently redoing the five <br /> year master plan. They will be having focus groups and council input on this plan. <br /> Animal Control Officer,Mark Taylor,reported nine (9) calls, four(4)impounds, and four <br /> (4)returns. <br />
