MINUTES OF THE MOORESVILLE BOARD OF ZONING APPEALS <br /> <br /> The Mooresville Board of Zoning Appeals met at its regularly scheduled <br />meeting September 19, 1984, at the Mooresville Town Hall. Present were Board <br />Members Steve Oschman, Tilford Bailey, Paul Walters, and Wendell Thaler. Also <br />present was the Board's attorney, Timothy C. Currens. Chairman Oschman determined <br />that there was a quorum present and opened the meeting. The minutes of the prior <br />meeting were approved along with the findings of facts presented. <br /> <br /> The Board then proceeded with old business concerning the Special Exception <br />request of Harry Tidler and Bud Burden as to a gravel mining operation. The peti- <br />tioners were present and represented by counsel, David Lawson. Attorney Lawson <br />advised that they would present two experts, one as to financial values and one <br />as to the water problems in the area. Mr. Lawson called his first witness, Ed <br />Schirier, from Brownsburg, Indiana. Mr. Schirier was qualified as an expert in <br />the area of real estate, being a licensed broker and agent who worked in the <br />Hendricks County and adjoining areas, including Morgan County. Mr. Schirier <br />advised that he had done some subdivision development of his own along with some <br />sales in the Willwood Estates area. <br /> <br /> Mr. Schirier then advised that he had reviewed the Special Exception petition <br />in question and the aerial photographs, along with a personal visit to the area in <br />question. <br /> <br /> Mr. Schirier then proceeded to advise the Board that he had made certain con- <br />clusions as to the real estate values and any affect the mining operation would <br />have on Willwood Estates and the surrounding area. Prior to giving that opinion, <br />he wanted to advise the Board that he had looked to similar areas that were in the <br />area and also adjoining mining operations. In particular, Chrystal Bay and the <br />Highlands, which are near Mooresville but in Hendricks County. He advised that <br />he had discussed this affect with the developer of Chrystal Bay who said that the <br /> <br /> <br />
