MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, DECEMBER 6, 2018 6:OOpm <br />Members present: Harold Gutzwiller, Bill Boyd and Don Stultz. School representative Dr. Larry Moore <br />was present. Redevelopment Commission Attorney Adam Steuerwald was present. Project Manager <br />Chelsey Manns was present. <br />Commissioner Gutzwiller asked for a moment of silence in honor and memory of Joe Beikman who <br />served on the Commission in addition to other Town capacities. <br />Commissioner Gutzwiller introduced Jason Semler, Principal with Umbaugh for the purpose of <br />presenting the annual report. The report is a new statutory requirement that went into effect in July <br />2018 requiring underlying taxing units be provided certain criteria. Semler provided detailed the report <br />and copies are available online. <br />A motion was made by Commissioner Stultz and seconded by Commissioner Boyd to approve the <br />executive session and public meeting minutes from November 1. The motion carried 3-0. <br />Copies of the financials were not presented prior to the meeting. <br />Public Comment: Danny Lundy asked the RDC to elaborate on the purchase of the Pauley Property. <br />Commissioner Gutzwiller shared that the Purchase Agreement (PA) that has been executed is for the <br />roughly 100 acres located between Merriman Road, SR 67, Flagstaff Business Park and Bethel Road. The <br />RDC will use cash on hand to purchase the property for future industrial development. Later in the <br />meeting, Commissioner Gutzwiller shared they would present a resolution and Request for Proposals <br />(RFP) regarding a shell building project. There is a need for existing inventory for new employers and <br />county -wide, Morgan County has very little to offer. Attorney Steuerwald shared that although the RDC <br />has entered into a PA, they haven't closed on the property. <br />Southbridge Crossing: Manns shared that the Harding Group has completed the patch work for the <br />parking lot and the bill is included in the docket. <br />Manns noted they are still working towards an offer on Southbridge. <br />Gateway Project Update: <br />Bicentennial Park: Manns shared the lights around the flame are finally operational. They are still <br />awaiting the replacement gaskets which will be replaced once they come in. <br />Indiana Street: No update. <br />High Street: Manns shared the INDOT consultants are awaiting word from the Town regarding whether <br />sewer will be included in the project. That is up to the Council. Once that decision is made, the plans <br />will be updated and provided to the RDC. They believe the next public meeting will be held in February. <br />
