February 5, 2019 <br />The Mooresville Town Council met in regular session on Tuesday, February 5, 2019, at 6:30 PM at the <br />Mooresville Government Center. <br />Council members present were: President Tom Warthen, Vice -President David Rogers, Jessica Hester, <br />Dustin Stanley, and Mark Mathis. No one was absent. Town Attorney Mel Daniel was also present. <br />Prayer was given by Council President Warthen. <br />A motion was made to approve minutes of January 15, 2019 meeting by Councilman Stanley with a <br />second by Councilman Rogers. Motion carried 5-0. <br />New Business: <br />A motion was made to approve Declaratory Resolution #1, 2019 for Overton Industries purchase of a <br />new punch press by Councilman Rogers with a second by Councilman Stanley. Motion carried 5-0. <br />Tim Medsker, Fire Chief, reported the Fire Department had received a Safer Grant. The first year <br />$57,860, second year $57,860.00, and third year $150, 436.00. He has three Safer Grant positions to fill <br />and one replacement position. The money for the Safer Grant positions is in the Fire Budget in line item <br />called Reserve and Casual pay. <br />Tim also talked about an award called Keep Performance Up for FEMA. The total award amount is <br />$420,167.00. They have accepted some applicants. <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to proceed with the <br />hiring process. Motion carried 5-0. <br />The Comprehensive Emergency Operations Plan needs to be updated and it will take 4 to 6 weeks. <br />The fire chief also reported he had a 1998 Chevy pick-up truck and a Subaru that needs to be replaced <br />for a Pick-up and snow plow for $32,840.00 so the fireman could plow their snow at the fire station. <br />This amount was not in the fire 2019 budget. Councilman Mathis wants Tim to look at the amount of a <br />lease payment. <br />David Moore, Street Superintendent, Public Works, reported about a wastewater line where there is a <br />leak and water is going into the sewer. David had found a company that can put a "sock" in it. The <br />amount of line affected is 3,088 feet and the cost exceeds the $150,000 threshold for bidding. The line <br />was put in in 1972 and actual replacement cost would be very, very expensive. The line is next to the <br />creek. <br />Council President Warthen reported they asked the company how much equipment would cost and the <br />machine costs $450,000 dollars. Twelve inches of line is $18.00 a linear foot. <br />Councilman Mathis made a motion second by Councilman Rogers to send this project to bid. Motion <br />carried 5-0. <br />Councilman Rogers gave an update on the camera recording system. He asked for permission to buy the <br />camera that would hang on the wall and be able to control from the computer used to take the minutes. <br />The cost of the camera is $2,088. A motion was made by Councilman Mathis with a second by <br />Councilwoman Hester to approve the camera not to exceed $2500.00 for everything and py out of CCD. <br />Motion carried 5-0. <br />Other Business: <br />Diane Hubbard was present and introduced herself as 4t' District Congressman Jim Baird's Community <br />Liaison. She said people could call the office for tours, flags, etc. <br />Council President Warthen commented Brown Township and Mooresville Fire received a call that a man <br />was pinned under a tree. The Firefighters called for Life Line Helicopter. David Moore, Public Works, <br />heard the call and dispatched the Loader out to the scene, lifted the tree off the gentleman who went <br />by helicopter to the hospital. Council President Warthen said this was a good example of how well both <br />Fire Departments worked together and how Town equipment was used to take care of the problem. <br />Legal: None <br />Dept.
