April 2, 2019 <br />The Mooresville Town Council met in regular Session on Tuesday, April 2, 2019, at 6:00 P. M. at the <br />Mooresville Government Center. <br />Town Council members present were: President Tom Warthen, Vice -President David Rogers, Jessica <br />Hester, Dustin Stanley, and Mark Mathis. Town attorney Mel Daniel was present. <br />The prayer was given by Tom Warthen. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve the minutes <br />of March 19, 2019. Motion carried 5-0. <br />New Business: Wastewater Clarifier -Tabled from last meeting. <br />The current low bid is from a company that put in the UV lighting at the Wastewater plant. This bid is <br />for a 60 -foot diameter, a 55 -foot would be a $27,000 savings, and a 50 -foot would be a $42,000 savings. <br />Dan Tingle, Wastewater Superintendent, thinks if a 50 -foot diameter is used would lose 30% capacity. <br />A transfer of $400,000 from Operating to Plant Improvement fund that has 1.5 -million -dollar balance <br />could be made. <br />A motion was made by Councilman Rogers with a second by Councilwoman Hesterto approve the low <br />bid of $1, 317,000. Motion carried 3-2 with Councilman Stanley and Councilman Mathis opposed. <br />Next Zach Finch and the purchasers of his property were supposed to sign a waiver to annexation but <br />the purchasers did not show up. A motion was made by Councilman Rogers with a second by <br />Councilman Stanley to table to next meeting. Motion carried 5-0. <br />Next, A street closing for the Park, Brent Callahan and Chamber had a meeting for Madi Gras, closing <br />North Indiana Street to Washington Street. A motion was made by Councilman Mathis with a second by <br />Councilman Rogers to approve the permit. Motion carried 5-0. <br />Open Sewer line bids: <br />Granite In -liner $210,005 <br />Insight pipeline Contractors $238,198 <br />Insituform $231,405 <br />Inland waters Pollution Control, Inc $228,957.50 <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to give to Banning Eng. <br />and to Dave Moore for review and bring back to the next meeting on the 16, of April, 2019. Motion <br />carried 5-0. <br />Animal Control Policy was completed by Councilman Rogers, Councilman Stanley, and Mark Taylor <br />former Animal Control Officer except for the salary. <br />A motion was made by Councilman Rogers with a second by Councilwoman Hesterto approve the policy <br />and amend the salary ordinance to adjust to qualifications. Motion carried 5-0. <br />A motion was made by Councilman Mathis with a second by Councilwoman Hester to have Councilman <br />Stanley, Councilman Rogers, and Mark Taylor on a committee to advertise for an anial co officer <br />m 000 a year. <br />and bring back to the council. The salary ordinance amended to a range of $15,000 to $20, <br />Motion carried 5-0. <br />Other Business: <br />President Warthen told the audience that in 1996 a referendum was on the ballot abolish the <br />Marshall system and 80% voted for this. This began the Police and Fire Pension thaatt was bought bacl<to <br />age 35. At this time the Town Council transferred to a three body Police Commission. They set up <br />discipline and recommendations. Over the past years we have lost police officers and people are asking <br />why? Other communities share this problem as well. <br />
