JULY 16, 2019 <br />The Mooresville Town Council met in regular session on Tuesday, July 16, 2019, at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were: Tom Warthen, Dustin Stanley, and Mark Mathis. Council members <br />absent were: Jessica Hester and David Rogers. Town attorney Mel Daniel was present. <br />Tom Warthen gave the prayer. <br />A motion was made by Councilman Stanley with a second by Councilman Mathis to approve the minutes <br />from July 2, 2019. Motion carried 3-0. <br />New Business—Public Hearing—Confirmatory Resolutions for Personal Property and Real Property, <br />Powder Pro and Last Move, LLC. <br />Mike Dellinger, Morgan County EDC Director informed the council Powder Pro had updated their <br />Personal Property amount on their SB -1 from $700,000 to $1,101,890. <br />A motion was made by Councilman Mathis with a second by Councilman Stanley to close the Public <br />Hearing. Motion carried 3-0. <br />A motion was made by Councilman Stanley with a second by Councilman Mathis to approve <br />Confirmatory Resolution # 7, 2019, Personal Property Powder Pro. Motion carried 3-0. <br />A motion was made by Councilman Stanley with a second by Councilman Mathis to approve Resolution <br /># 8, 2019, Real Property, Last Move LLC. Motion carried 3-0. <br />The council set a date for a Public Hearing for a waiver of non-compliance for Last Move, LLC. <br />A motion was made by Councilman Mathis with a second by Councilman Stanley to set August 6, 2019 <br />for a Public Hearing for non-compliance Waiver for Last Move LLC. Motion carried 3-0. <br />VFW- request to vacate alleys— <br />First alley east of Indiana Street goes back to old Hadley home. On the other two alleys there is not <br />adjoining property by owners. There has to be Public notices and Public hearing. A motion was made <br />by Councilman Mathis with a second by Councilman Stanley to table for further information. Motion <br />carried 3-0. <br />Rezone for Jerry and Rachel Reeser: <br />At the Plan Commission meeting they requested to rezone from PUD Residential to Agriculture. The <br />Plan Commission sent a favorable recommendation to the council. A motion was made by Councilman <br />Mathis with a second by Councilman Stanley to approve the rezone. Motion carried 3-0. <br />This does away with any future splits unless rezoned first. A motion was made by Councilman Mathis <br />with a second by Councilman Stanley to approve Ordinance #4, 2019, rezoning rezoning the Reeser <br />property. Motion carried 3-0. <br />Dean Mayfield—Health Insurance renewal: <br />In April he and the insurance board begin asking for quotes from insurance companies. This year <br />requests went out to eight companies. Five declined and three returned quotes. <br />This year the lowest bid was Greenwich Fidelity Security. Our maximum exposure was 3.2 million and <br />went down to 2.7 this year. The re -insurer is down 14%. They were asked if they could do any better <br />and the cost was lowered 3 %. <br />After more discussion a motion was made by Councilman Mathis with a second by Councilman Stanley <br />to approve contract with low bid, no changes, same vendor. A one-year contract with Core Source. <br />Motion carried 3-0. <br />Property for sale: <br />Old Police station and old MVH storage building: <br />Ind -American water company has showed interest in the old MVH storage building. Consistent zoning <br />or EDC would deal personally and do a development agreement. (Mel's suggestion) <br />
