Mooresville Plan Commission Minutes <br />September 26" 2019 <br />Members present: Perry King, Mark Taylor, Jessica Hester, Mike <br />Young, Jeff Dieterlen, Dennis Chambers, Dave Moore, Tammy <br />VanHook and attorney Mel Daniel <br />Mike Young called the meeting to order then welcomed new member <br />Mark Taylor. Mike Young stated he had a correction to the minutes; <br />he would like the line beginning "Mike Young indicated" stricken, he <br />then called for a vote; a motion was made to approve with the <br />correction, but not passed, a motion was made to approve as <br />presented but not passed. In a 4-4 split vote, new member mark <br />Taylor abstaining, the minutes were not approved. <br />The first item on the agenda is the continued rezone request at <br />Richhardts Storage on St Rd 144, presented by Brian Moench on <br />behalf of Todd and Tricia price. The parties are requesting a rezone <br />from AG to B3, with limited land use of self -storage facility. Mike <br />Young stated he had walked the property and that the previous flood <br />pond would be reestablished to assist with flooding concerns. The <br />request was presented with multiple conditions, ie: fencing, lighting, <br />noise. Mike Young called for questions; audience member Mr. <br />Williams, speaking on behalf of property neighbor Cheryl Holtsclaw <br />believes the request is an improper land use. He passed out aerial <br />maps showing surrounding areas. Ms. Holtsclaw expressed concern <br />for fencing and referred to a conversation with Tim Bennet regarding <br />current compliance. Mr. Price, property owner spoke about locking <br />gates and addressed safety concerns. Mr. Moench reminded the <br />commission members that the request tonight was for rezoning of the <br />property, his clients are prepared to comply with the conditions <br />presented not others requested by various audience members and <br />requested a favorable vote. When no further questions were asked <br />Mike Young called for a motion; Jeff Dieterlen made the motion to <br />recommend favorably to the Town Council the B3 with limited land <br />
