August 4, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, August 4, 2020, at 6:30 P. M. <br />at the Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilman Dustin Stanley, <br />Councilman Tom Warthen and Councilman Jeff Cook. Councilwoman Jessica Hester was not <br />present. Town attorney Chou-il Lee was present. <br />Councilman Warthen gave the prayer. <br />Motion was made by Councilman Warthen to approve the minutes of the July 21st meeting and <br />seconded by Councilman Stanley. Motion Carried 4-0 <br />Unfinished Business — <br />Gateway Update — David Moore gave an update on the work that has been accomplished, and <br />parts for the lights are still on backorder. <br />Under public comments, Steve Cohen posed the question to David Moore why they cannot take <br />the landscaping out. Dave mentioned that a traffic engineer had been consulted, and <br />somethings may be changing with the gateway. <br />New Business — <br />Rezone of Ashbury Ridge — Ross Holloway of Holloway Engineering presented the Ashbury <br />Mobile Home Park request for a rezone from AG to R3. The Plan Commission sent their <br />favorable recommendation to the Town Council. Multiple adjacent property owners spoke <br />against the rezone and expansion of the mobile home community. The audience presented a <br />signed petition, photographs, verbal and written objection. <br />After much discussion, a motion was made by Councilman Warthen to not accept the Plan <br />Commission favorable recommendation to approve the rezone, seconded by Councilman <br />Stanly. Motion carried 4-0 Property remains AG. <br />Mr. Holloway withdrew the request for the use of the open space. The motion was made by <br />Tom Warthen to accept the withdrawal of the application. Motion seconded by Councilman <br />Stanley. Motion Carried 4-0 <br />Health Insurance - Mr. Mayfield presented the council with the healthcare proposals that the <br />insurance committee recommended, including entering into a contract with Elect RX for some <br />prescriptions. Councilman Warthen expanded on the fact that this plan is currently very good <br />for both the employees and the town. Councilman Warthen made the motion to accept the <br />recommendation of the insurance committee to renew the plan and enter into the contract <br />with Elect RX. Councilman Stanley seconded. Motion carried 3-0. Councilman Williams <br />abstained, stating legally advised to do so. <br />Councilman Cook left the meeting at this point. <br />TOA - There has been a request from Mike Dellinger, Morgan County Economic for a tax <br />abatement on personal property that has already been installed. Town Attorney, Choil- Lee <br />stated the waiver would require a public hearing. It was tabled until September 1, 2020 <br />meeting. <br />
