August 18, 2020 The Mooresville Town Council met in regular session on Tuesday, August 18, at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Shane Williams, Councilwoman Jessica Hester, Councilman Dustin Stanley, and Councilman Tom Warthen. Councilman Jeff Cook was not present. Town attorney Chou-il Lee was present. Tom Warthen gave the prayer. A motion was made by Tom Warthen to approve the minutes of the August 4th meeting and seconded by Councilman Stanley. Councilwomen Hester abstained. Motion Carried 3-0 Unfinished Business— Roofing Bid —Town Attorney Lee is working on getting the itemized list of work completed by Mr. Smalling and should have available for the next meeting. Attorney Lee will review the next bidder before the next town council meeting. Vacate Alley — Holloway Engineering - Mr. Holloway presented the Council with the plans and legal description of the vacation request. The vacation is required to allocate that land to Arvin Hopkins, the plat owner. Council President Williams opened the public hearing. Steven McCannon, 298 N Point Pleasant, presented himself before the Council to say that he owns the adjoining property and is in favor of the vacation. Councilman Stanley made a motion to close the hearing, seconded by Councilwomen Hester. Motion Carried 4-0 Councilman Warthen made a motion to vacate the alley in question with a second by Councilman Stanley Motion carried 4-0 New Business — HNTB, Tim Miller presented himself before the Council to give an update on the 1-69 construction and informed the Council of some upcoming road closures. Section 6 will stretch from Morgan County to Marion County. Councilman Warthen asked about the timing of closing the West to East thoroughfare at the same time as having the traffic dramatically increased on the North and South thoroughfare. HBTB stated they would be monitoring the situation. Councilman Warther also asked about any compensation for any damage done to the roads during the detour. Tim Miller, will look into the matter and get back with Town. Diane Huerkamp Mooresville Public Library — Steve Oshman Conflict of Interest Disclosure Statement, The Library Technology Committee accepted Telemagan bid afer reviewing three proposals to update the Library surveillance equipment. Steve Oshman is the CEO of that company, as well as a Council appointee to the library council, so they presented a conflict of interest letter to the Council. Councilman Warthen made a motion to accept the conflict of interest disclosure statement., and Councilwoman Hester seconded. Motion carried 4-0 Diane Huerkamp Mooresville Public Library— Declaration of Fiscal Body- Due to state statutes if the Library should go above its spending cap which it has not done to date, the Library needed to have the Council declare itself as the Fiscal body for the Library. Councilman Warthen made a motion to accept the declaration, councilman Stanley seconded. Motion Carried 4-0. Tornado Siren Potential Purchase —Steven Eltzroth presented an opportunity that has arisen with Monrovia replacing their siren equipment that the Town of Mooresville can purchase the 3 units for a price of $10,000. These units are identical to and newer than the ones the Town currently owns, and they will interface with the latest software. The cost includes the relocation of the units, programming, and installation of the sirens. There was a suggestion to replace the siren at Newby school, add one at Pioneer Park, and possibly at the wastewater treatment plant. Town Attorney Lee requested an official contract for the purchase. Councilman Warthen made a motion to purchase sirens out of the Rainy Day Fund and move forward with the acquisition provided approval from the Town Attorney, Councilwoman Hester seconded. Motion carried 4-0
