Mooresville Planning Commission, January 8, 2021 <br />Members Present: Mike Young, Kimberly Schofield, Perry King, Jeff Deiterlen, Mark Taylor, John (J.D.) <br />Robinson and Ms. Copeland in attendance for Town Attorney Chou-il Lee <br />Public Sign -in Sheet: Gary Finchum 10663 North Bethel Road; Dan Russell 2317 East Crosby Road <br />Mike Young opened the meeting stating that the tenure of the Planning Commission Secretary and Chair had <br />expired and called for nominations for those positions. Perry King nominated Mike Young as Chair and Mark <br />Taylor as Secretary. The motion was seconded by Mark Taylor and carried unanimously. <br />Mike Young then called for approval of the minutes from the October meeting. Jeff Deiterlen so motioned and <br />Perry King seconded. Unanimous approval. <br />Next on the agenda the Planning Commission was asked to approve as rezoning of 140 Bridge Street from RI to <br />I1. Jan Matthis stated that the property had been built by Ruth Allen in 1872, and it has always been zoned <br />residential although it has been used as a body shop. The owner of the property wishes to sell; thus, Tim Bennet <br />recommended a rezoning to I2. The property will be used as a warehouse. There will be no traffic, only FedEx <br />and UPS trucks twice a day for deliveries. All appropriate notices were sent. Jeff Deiterlen asked if the adjacent <br />properties were similarly zoned. Jan Matthis stated that surrounding properties are residential. Perry King stated <br />that there are businesses across the street, and Jan Matthis replied that down the street Mooresville Block and Talk <br />Turkey are located. Perry King stated that "it sounds like they're trying to rezone to the appropriate zoning. <br />There used to be a church on the corner." Mike Young called for a motion for a recommendation to the Town <br />Council, Mark Taylor motioned that this rezoning be forwarded to the Town Council with a favorable <br />recommendation. Perry King seconded and the motion passed unanimously. <br />Next on the agenda was review and approval of a Concept Plan for 11180 North State Road 67. Jeremy ? of <br />Holloway Engineering presented the plan stating that Ken Halcom wishes to expand Self Storage off Cherry <br />Blossom Way, adjacent to the subdivisions off Crosby and Bethel. Existing self -storage is currently zoned Il, and <br />the property to the north is zoned I2. There are 6 proposed buildings on the property, the required tree buffering <br />and 6 -foot -tall chain link fence. There is a dry pond in the front of the property by the parking lot. All metal <br />buildings will be located in the north of the property. There will be a proposed office building main door to the <br />south. The client is requesting approval of the Concept Plan. Jeff Deiterlen asked if similar storage units were <br />located to the east. Jeremy ? of Ross Holloway Engineering responded that yes, there are two lots to the east. <br />Karen McDaniels did not combine that plats, although they have the same owner. Mike Young called for <br />questions or comments from the public. No public comment. Mark Taylor asked if the buildings of this Concept <br />Plan were consistent with buildings in the area, and the response was yes. Kimberly Schofield asked if the site <br />could be seen from State Road 67. Jeremy ? responded that yes, a bit of the site could be seen from the road, that <br />it is located behind Black Dog Brewing Company which used to be H&R Contracting. Mike Young called for a <br />motion. Perry King clarified that the approval of the Concept Plan by the Planning Commission would not be <br />sent to the Town Council, the motioned for an approval of the Concept Plan. Jeff Deiterlen seconded, and the <br />motion passed unanimously. <br />Next on the agenda was approval of RDC Resolution 1-2021 requested by the Mooresville Planning Commission. <br />Mike Dellinger, Executive Director of the Mooresville Economic Development Corporation, addressed the <br />Planning Commission described the former Nice -Pak expansion project as an $80 million expansion with an <br />associated 105 new jobs and building expansions. He stated that Nice -Pak has been positively affected by the <br />pandemic and will additionally commit to a $160 million project with two new buildings and over 200 new jobs <br />
