February 2, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, February 2 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Dustin Stanley, Councilman Shane Williams, and Councilman Jeff Cook. Town attorney Cha-il Lee was <br />present. <br />Council President Warthen gave the prayer. <br />Motion was made by Councilman Stanley to approve the minutes of the January 19th meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Motion was made by Councilman Swinney to approve the minutes of the January 26th Executive Session <br />and seconded by Councilman Stanley. Motion Carried 5-0 <br />Motion was made by Councilman Stanley to approve the minutes of the January 26th Special Meeting <br />and seconded by Councilman Cook. Motion Carried 5-0 <br />Unfinished Business — <br />Surplus Fire Equipment - Chief Dalton is asking to be able to move Engine 14, the squad, and 1998 <br />pickup into surplus for an eventual sale of the vehicles. Councilman Williams motioned to move <br />forward with writing the resolutions to move the vehicles into surplus for the eventual sale. Councilman <br />Swinney seconded. Motion carried 5-0 <br />Councilman Williams detailed the scope of the proposed traffic study and the various complaints and <br />concerns brought to the council over the last year. The study was postponed in the previous year due to <br />the COVID-19 pandemic and the determination that the quarantine restrictions may skew the numbers. <br />Those concerns are now reduced. There was a discussion about how it would be funded out of CCD, <br />including approaching the RDC. The town attorney stated the contract needs to be revised to include <br />everify. Councilman Cook motioned to approve the agreement pending legal approval, with Councilman <br />Williams seconding. Motion Carried 5-0 <br />Councilman Williams made a motion to request partial participation by the Redevelopment Commission. <br />Councilman Cook seconded. Motion carried 4-0 with Councilman Stanley abstaining. <br />Employee Handbook Ordinance 1-2021 This Ordinance is to increase the paid holidays by 1 to include <br />June 19th in observance of Emancipation Day, also known as Juneteenth. The council opened the floor <br />for public comments, and there were none. Councilman Williams made a motion to suspend the rules in <br />order to vote on the Ordinance on the first reading Councilman Stanley seconded. Motion carried 5-0 <br />Councilman Swinney made the motion to approve Ordinance 1-2021 on the first reading Councilman <br />Williams seconded the motion. Motion carried 5-0 <br />New Business - <br />Morgan County Economic Redevelopment agreement. This is an agreement that has been in place for <br />quite some time; there is an annual contract of $60,000 paid quarterly. Councilman Stanley made the <br />motion to approve the contract with the Morgan County Economic Redevelopment Corporation with <br />Councilman Swinney seconding. Motion Carried 5-0 <br />Senior Citizen Center Annual Donation- Councilman Williams stated that it is a good use of <br />dollars to take care of those who have taken care of the town. Councilman Swinney made the statement <br />that it was a cause that is near and dear to his heart. Councilman Stanley also believes that it is a great <br />cause. Council President Warthen agreed with the statement from Councilman Williams that it's <br />important to thank the people who have gotten us here. Councilman Swinney made the motion to <br />approve the annual donation of $10,000 to the Senior Citizens Center. Councilman Stanley seconded. <br />Motion carried 5-0 <br />
