om <br />March 2, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, March 2, 2021, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook and Councilman Brian Swinney. Town attorney Cho-il Lee„ was <br />present. <br />Council President Warthen gave the prayer. <br />Motion was made by Councilman Stanley to approve the minutes of the February 2, 2021 meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Motion was made by Councilman Stanley to approve the minutes of the February 16, 2021 meeting and <br />seconded by Councilman Swinney. Motion carried 5-0 <br />Unfinished Business— <br />Councilman Warthen opened the Cemetery bids for the mowing of both of the Cemeteries. <br />Name Per Cutting <br />Spring Clean-up <br />Not One Left Behind $795.00 <br />Included in one cutting <br />Parks Outdoor Maintenance $700.00 <br />$174.00 <br />Broadus Lawn Service $850.00 <br />Not included in quote <br />Councilman Stanley made a motion to take the bids under advisement and give them to Dave Moore to <br />gather references and follow up on them. Councilman Swinney Seconded. Motion carried 5-0 <br />Cash Reserve Use - Council President Warthen shared possible scenarios using cash reserve to pay off <br />debt and transferring the maximum amount allowed to the rainy day fund. Councilman Williams asked <br />what the savings would be, and Councilman Warthen stated it is approximately $208,058.00 on both <br />debts without considering interest accrued since the inquiry. Councilman Williams expressed concern <br />about spending $1.1 million now rather than spending $80,000 for employee bonuses. He also stated <br />his concerns about previous statements by council members to make sure that cash reserves were kept <br />intact for the foreseeable future but cannot support spending that at this time. <br />Surplus Fire Equipment Resolution 11-2021 This resolution lists the equipment listed as surplus and <br />enables the Town to find a way to dispose of the surplus equipment. After some discussion <br />about Engine 13, Councilman Williams motioned to amend Resolution 11-2021 to exclude Engine 13 <br />from the surplus list. Councilman Swinney seconded. Motion carried 5-0 Councilman Williams made the <br />motion to pass the amended Resolution 11-2021 Councilman Cook seconded. Motion carried 5-0 <br />Rezone 140 Bridge Street Ordinance 2-2021 Councilman Swinney made the motion to approve the <br />Ordinance 2-2021 Councilman Stanley Seconded. Motion carried 5-0 <br />Richhart Storage Units Rezone -The process for this was done in November of 2019, but the ordinance <br />was not written at that time, and this is needed to clean up that oversight. The rezoning has already <br />taken place. Councilman Williams expressed concern about voting on something he was not on the <br />Council to do. Councilman Cook also expressed concern but understands the need to correct the <br />mistake. Councilman Swinney acknowledged that this has already passed. This served as the first <br />reading of the ordinance, and the second reading will take place at the next regular meeting. <br />Set time frame for Employee Handbook- Councilman Cook acknowledged that this would be a time <br />consuming process to reconcile; he favors having it sent to legal to look over and meet with the <br />department heads about it before it is adopted. Councilman Williams stated he agreed that the <br />department heads should have input in the handbook. Chief Julian in the audience said that he has his <br />copy marked for the items that are of concern to him, but a meeting has not taken place to discuss <br />
