April 6, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, April 6th at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Chou-il lee was <br />present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the March 16th meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Farmhouse Street Fair Permit. Kim Burgess presented the action plan, map, and proposal for the street <br />fair that was proposed. The police and fire chief are waiting on the actual road closures to judge the <br />traffic before they are ready to sign off on the closure. There was a discussion about security and EMS, <br />and fire; the police chief will supply officers if the closure is approved. There were several members of <br />the audience who voiced their support for this event. There was much discussion about alternate plans <br />and contingencies. Councilman Williams motioned to approve the closure permit as proposed, pending <br />the Chief of Police approval. Councilman Cook seconded. Motion failed 0-5 <br />Councilman Stanley made a motion to approve the proposal pending both the Fire Chief and the Police <br />Chief approval and strike the wording in the proposal calling for private security. Councilman Williams <br />seconded. Motion Carried 4-1 <br />655 State Rd 267 Sewer Hhook-on. Mike Cottrell came before the Council about hooking up to the town <br />sewer system. Town Attorney Lee recommended having the permanent easement in place before the <br />Council takes action. Councilman Williams made a motion to table this item until the appropriate <br />easements were in place. Councilman Stanley seconded. Motion Carried 5-0 <br />Fire Department Surplus. The documents for the sale of the engine and pickup truck that was declared <br />surplus have been drafted to bid out. Attorney Lee is to draft a contract between the Town and <br />Vincennes University to purchase one of the engines. <br />Additional appropriation 5-2021 is an initial $5,800.00 investment to start the planning of the bi- <br />centennial celebration. Specifically to create the marketing and online presence for the celebration. <br />There were no comments from the public. <br />Councilman Stanley made the motion to close the public hearing with Councilman Swinney seconding. <br />Motion carried 5-0 <br />Councilman Williams motioned to suspend the rules for Ordinance 5-2021 and approve on the first <br />reading. Councilman Cook seconded. Motion carried 5-0 <br />Councilman Williams made the motion to approve Ordinance 5-2021 for $5,800. Councilman Swinney <br />seconded. Motion carried 5-0 <br />New Business - <br />Rezone 267 E Harrison Street. Councilman Warthen stated that Mr. Crouch asked for this item to be <br />tabled. Councilman Stanley made a motion to table the item. Councilman Swinney seconded. Motion <br />Carried 5-0 <br />Councilman Williams stated that he wanted to apologize for the way that Mr. Crouch was treated at the <br />planning commission meeting and that he hopes he doesn't see that from any Town Board ever again. <br />
